Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

The 48th Contracting Squadron at RAF Lakenheath, United Kingdom, is conducting a Sources Sought to identify companies capable of providing CBRN M4A1 JCAD Simulators. This market research aims to find high-fidelity simulators for chemical warfare and hazardous material training, specifically seeking ARGON brand name or equal products. Responses are due by June 26, 2026, at 12:00 PM Noon (BST).

Scope of Requirement

The requirement is for four (4) M4A1 JCAD Simulators designed to mimic the real-world M4A1 JCAD chemical detector used by the Air Force. These simulators must enable safe, effective, and environmentally friendly training for chemical warfare and hazardous material scenarios at RAF Lakenheath/Feltwell. Key characteristics include:

  • High-fidelity simulation: Resembling the actual detector with a true-to-life interface, easily identifiable as a simulator (e.g., green body with a blue rain cap cover).
  • Agent detection: Capable of detecting and simulating a wide array of agents, including nerve, blister, blood agents, toxic industrial chemicals (TICs), and false positives.
  • Environmental simulation: Ability to simulate varied conditions such as wind direction, temperature shifts, and night vision.
  • Training scenarios: Must simulate CWAs, TICs, false positives, contamination, decontamination, persistency, effects of wind/temperature, depletion of sieve packs/batteries, missing sieve pack, and confidence testing.
  • Instructor control: A dedicated remote control for instructors to easily set decontamination effectiveness, persistency, and contamination levels.
  • Deployment: Training should be deployable anywhere, including inside public buildings, with quick setup and control over sources and scenarios. The salient characteristics document specifically identifies ARGON brand name as the benchmark for these simulators, or an equivalent product.

Response Guidelines

This is a Sources Sought notice issued for planning and market research purposes only; it is not a formal Request for Proposal (RFP) or Request for Quote (RFQ). No pricing information is requested at this time, and the Government is not obligated to award a contract or pay for response preparation costs. Interested companies must submit electronic responses to the primary point of contact by June 26, 2026, 12:00 PM Noon (BST). Earlier submissions are highly encouraged.

Requested Information

Respondents are asked to provide:

  1. Confirmation of willingness and capability to provide the CBRN M4A1 JCAD Simulator or equal, detailing any conditions preventing a quote if a formal solicitation is issued.
  2. Descriptive literature commonly provided to the general public.
  3. Firm's information: name, address, phone number, CAGE Code, and Unique Entity Identifier (UEI).
  4. The appropriate number of calendar days required to respond to an RFQ.
  5. Identification of any ambiguous or confusing language in the description.
