Scope of Work
This opportunity requires the procurement of labor, materials, and comprehensive work for CCTV installations. The contractor will be responsible for:
- Installing a new CCTV system, including cameras, Network Video Recorder (NVR), and Uninterrupted Power Supply (UPS).
- Removing and disposing of the existing CCTV system, with potential reuse of existing infrastructure.
- Ensuring the system provides passive deterrence and high-quality recorded images for investigations.
- Delivering all necessary materials and providing skilled, certified/trained laborers with required tools.
- All electrical work must meet Building Code standards.
- The system must be standalone and not utilize the NIPR network.
Performance Standards & Deliverables
Key performance standards include:
- Camera Characteristics: Dome-style, panoramic imaging, standalone, 4k to 1080p resolution, 15-30 frames per second, 24-hour continuous coverage, infrared night vision, vandal-resistant housing, and a minimum 2-year warranty. Outdoor cameras require environmental protection, 1080p to 4k resolution for face/license detection, and a 180° field of view.
- Equipment: Video export via USB, minimum 90-day retention, UPS for 60 minutes, minimum 2-year warranty on parts and labor, and compatibility with HD monitors.
- Installation: Secure mounting, proper cable installation using conduit/trunking, and appropriate cable types.
- Maintenance: A minimum 3-year warranty is required, during which the installer shall not charge for corrective maintenance.
- Handover: System demonstration, documentation, user training, and clear assistance procedures.
Contract Details & Timeline
- Contract Type: Firm-Fixed-Price Purchase Order.
- Set-Aside: Total Small Business Set-Aside (NAICS 561621).
- Period of Performance: Work must be completed within sixty (60) calendar days after receipt of order (ARO), excluding holidays.

Submission & Evaluation

Special Requirements
The GRDC is a controlled/restricted area. Contractor personnel must comply with all JB MDL security requirements, possess legal US residency and work authorization, and adhere to base access rules (e.g., valid DoD ID or visitor pass, vehicle inspections). Photography is strictly prohibited in restricted areas without authorization.
