Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items to procure labor, material, and comprehensive work for CCTV installations within the Global Reach Deployment Center (GRDC) at Joint Base McGuire-Dix-Lakehurst (JB MDL), NJ. The requirement is a 100% Small Business set aside under NAICS code 561621.

• Installation of CCTV camera equipment and systems.

• Delivery of all necessary materials.

• Provision of skilled, certified/trained laborers with necessary tools.

• All electrical work must meet Building Code standards.

• Work must be completed within a sixty (60) calendar day period, excluding holidays.

• Contractor shall deliver and install a camera system IAW the attached draft Statement of Work (SOW) and include specifications of proposed item(s) and technical approach.

• The Government intends to award a single firm-fixed-price purchase order.

• Expected delivery is within 60 days After Receipt of Order (ARO).

• Offers shall remain valid for 90 calendar days.

• Quotes shall include itemized pricing for each Contract Line Item Number (CLIN).

• A site visit is HIGHLY ENCOURAGED and will be conducted on March 31, 2026, from 10:30 am to 12:00 pm. Offerors planning to attend must email a list of attendees to Jeramiah Birdsong and Sarah Brown no later than 2 days before the site visit.

• Questions regarding the solicitation must be submitted in writing to the Contract Specialist, Jeramiah Birdsong, and the Contracting Officer, Sarah Brown, no later than April 3, 2026.

• Offers shall be submitted via email to the Contract Specialist and Contracting Officer.

• Award will be made to a single contractor using the Lowest Price Technically Acceptable (LPTA) methodology.

• The Government intends to award a contract without discussions.

• 100% Small Business set aside.

• Contractors must have an active registration in the System for Award Management (SAM).

• Offerors must include all Representations and Certifications with their quote or reflect they are completed in SAM.

• The attached draft Statement of Work (SOW) and other attachments provide further details.

• Visitors to the base must have a REAL ID-compliant driver's license or acceptable federal ID.

Statement of Work (SOW) / Performance Work Statement (PWS)

To solicit services for the installation of a Closed-Circuit Television (CCTV) system within the Global Reach Deployment Center (GRDC) at Joint Base McGuire-Dix-Lakehurst (JB MDL), NJ, to enhance safety and security of employees and property.

• Installation of a new CCTV system, including cameras, Network Video Recorder (NVR), and Uninterrupted Power Supply (UPS).

• Removal and disposal of the current CCTV system, reusing existing infrastructure where possible.

• Ensure the system provides passive deterrence and high-quality recorded images for investigations.

• Minimum Camera Characteristics: Dome-style, panoramic imaging, standalone (no internet connection), 4k to 1080p resolution, 15-30 frames per second, detect individuals and observe vehicles, 24-hour continuous coverage, fixed position, infrared night vision, vandal-resistant housing, minimum 2-year warranty.

• Outdoor Camera Characteristics: Environmentally protected housing, 1080p to 4k resolution for face/license detection, 180° field of view.

• Other Equipment: Suitable video export via USB, minimum 90-day retention period, UPS for 60 minutes, minimum 2-year warranty on parts and labor, compatibility with existing or new HD monitors.

• Installation Standards: Secure mounting of all equipment, proper cable installation using conduit/trunking, appropriate cable types and sizes.

• Maintenance: System must be reliable with regular preventive and corrective maintenance. A minimum 3-year warranty is required, during which the installer shall not charge for corrective maintenance.

• Handover: Demonstration of system operation, provision of documentation, training for users, and clear procedures for requesting assistance.

• Work to be performed during normal operating hours (Monday-Friday, 7:30 a.m. to 4:00 p.m.) at the GRDC on JB MDL, NJ.

• Federal holidays are excluded unless an emergency.

• Security: Compliance with all JB MDL security requirements, as GRDC is a controlled/restricted area. Contractor personnel must have legal US residency and work authorization.

• Vehicles & Passes: Compliance with local, state, and federal regulations. All personnel must have a valid DoD ID or obtain a visitor pass. Vehicles subject to inspection.

• Photography: Strictly prohibited within restricted areas except for authorized purposes.

• Personnel: Professional conduct, appropriate uniforms/badges. A Point of Contact (POC) must be provided to the Contracting Officer Representative (COR).

• Quality Control: Contractor responsible for workmanship quality.

• Government QA: Inspection by the COR.

• Location: NVR/UPS/monitors to be installed in Room 112 or Room 115.

• System Type: Standalone, not using NIPR network.
