This document provides clarifications and answers to vendor questions regarding the CCTV system upgrade opportunity.

• Camera Count: The total number of cameras will be 21, comprising 16 existing cameras to be replaced and 5 new cameras to be added. The existing cameras will be updated to 4K resolution.
• System Integration: Integration of new cameras into the existing system is preferred over proposing a new NVR for both existing and new cameras.
• Equipment Responsibility: The contractor is responsible for all system components, including NVR, UPS, monitors, and cabling.
• Resolution & Compliance: Required recording resolution is 4K. All equipment must be NDAA-compliant.
• Cabling & Conduit: Existing cabling (CAT 5) and conduits can be reused where possible. New cabling will follow existing paths. Conduit is not required for new installations.
• UPS & Monitor: A new UPS system with a 60-minute backup is required. A new monitor is also required.
• Warranty: The warranty period for the full system is 2 years.
• Camera Brand: The current camera brand is AXIS. New cameras will replace existing ones to meet 4K requirements.
• Power & Network: Power is stable with backup generators. The new CCTV system will be standalone, outside of the NIPR network.
• Installation Details: Exterior camera height will be approximately 15ft. Drilling is only required for new exterior cameras. Wiring runs along the upper part of interior walls, not above dropped ceilings (except in the server room).
• Budget: The budget range is $30K and is already appropriated.

These clarifications provide specific details on camera quantities, technical requirements (resolution, compliance), infrastructure reuse, and contractor responsibilities, which are crucial for accurate proposal development and site visit planning.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ) for commercial items, seeking quotes for labor, material, and comprehensive work to perform CCTV installations within the Global Reach Deployment Center (GRDC) at Joint Base McGuire-Dix-Lakehurst (JB MDL), NJ. The government intends to issue a firm-fixed-price purchase order.

• Installation of CCTV equipment and systems.

• Provision of all necessary materials and skilled, certified/trained labor.

• All electrical work must meet Building Code standards.

• Work must be completed within sixty (60) calendar days, excluding holidays.

• Deliver and install a camera system in accordance with the attached draft Statement of Work (SOW).

• Offerors must include specifications of proposed items and their technical approach.

• Contract Type: Firm Fixed Price (FFP).

• Period of Performance: Within 60 days After Receipt of Order (ARO).

• Quotes must include itemized pricing for each Contract Line Item Number (CLIN).

• Offers must be submitted via email to Jeramiah Birdsong (Jeramiah.Birdsong.2@us.af.mil) and Sarah Brown (Sarah.Brown.53@us.af.mil).

• Evaluation Method: Lowest Price Technically Acceptable (LPTA).

• Award will be made to the lowest priced technically acceptable, responsible offeror.

• Discussions are not anticipated, but the government reserves the right to conduct them.

• Offers must remain valid for 90 calendar days.

• This requirement is a 100% Small Business set-aside.

• NAICS Code: 561621 (Electrical Contractors and Other Wiring Installation Contractors).

• Small Business Size Standard: $25M.

• Offerors must have an active registration in the System for Award Management (SAM).

• Offerors must include all Representations and Certifications or reflect they are completed in SAM.

• CAGE Code, UEI Number, and business-size standard under NAICS 238210 must be provided.

• A site visit is HIGHLY ENCOURAGED on March 31, 2026, from 10:30 AM to 12:00 PM. Email attendees (including full SSN and DOB) to Jeramiah Birdsong and Sarah Brown at least 2 days prior for security processing. Real ID or equivalent is required for entry.

• Questions must be submitted in writing via email by April 3, 2026, to Jeramiah Birdsong and Sarah Brown.

• Joint Base McGuire-Dix-Lakehurst is a Federal Installation; Real ID compliant driver's license or acceptable federal ID is required for entry.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items to procure the delivery and installation of CCTV camera equipment and systems. The requirement is a 100% Small Business set aside.

• Installation of CCTV camera equipment and systems.

• All materials necessary for the work.

• Provision of skilled labor (certified/trained laborers with necessary tools).

• All electrical work must meet Building Code standards.

• Work must be completed within sixty (60) calendar days, excluding holidays.

• Deliver and install camera system IAW attached draft Statement of Work (SOW) and include specifications of proposed item(s) and technical approach.

• The Government intends to award a single firm-fixed-price purchase order.

• Expected delivery is within 60 days ARO (After Receipt of Order).

• Quotes are requested and a written solicitation will not be issued.

• Offers must include unit and extended pricing for all Contract Line Item Numbers (CLINs).

• Offers must include specifications of proposed item(s) and technical approach.

• Contractors must have an active registration in the System for Award Management (SAM).

• All Representations and Certifications must be included with the quote or reflected in SAM.

• Offers shall remain valid for 90 calendar days.

• Award will be made to the lowest priced technically acceptable, responsible offeror.

• The Government intends to award without discussions.

• Evaluation will be based on Lowest Price Technically Acceptable (LPTA) methodology.

• Offerors planning to attend must email a list of attendees (company name, visitor names, SSN, DOB) to Jeramiah Birdsong and Sarah Brown no later than 2 days before the site visit for security processing.

• Visitors must have REAL ID or equivalent identification for entry.

• Site visit: March 31, 2026.

• Questions due: April 3, 2026.

• The attached draft Statement of Work (SOW) contains specifications.

• Joint Base McGuire-Dix-Lakehurst is a Federal Installation; valid ID is required for entry.

• Questions regarding the solicitation must be submitted in writing to the Contract Specialist, Jeramiah Birdsong, and the Contracting Officer, Sarah Brown, no later than April 3, 2026.

• Offers shall be submitted via email to the Contract Specialist and Contracting Officer.

• Award will be made to a single contractor using the Lowest Price Technically Acceptable (LPTA) methodology.

• The Government intends to award a contract without discussions.

• 100% Small Business set aside.

• Contractors must have an active registration in the System for Award Management (SAM).

• Offerors must include all Representations and Certifications with their quote or reflect they are completed in SAM.

• The attached draft Statement of Work (SOW) and other attachments provide further details.

• Visitors to the base must have a REAL ID-compliant driver's license or acceptable federal ID.

Statement of Work (SOW) / Performance Work Statement (PWS)

To solicit services for the installation of a Closed-Circuit Television (CCTV) system within the Global Reach Deployment Center (GRDC) at Joint Base McGuire-Dix-Lakehurst (JB MDL), NJ, to enhance safety and security of employees and property.

• Installation of a new CCTV system, including cameras, Network Video Recorder (NVR), and Uninterrupted Power Supply (UPS).

• Removal and disposal of the current CCTV system, reusing existing infrastructure where possible.

• Ensure the system provides passive deterrence and high-quality recorded images for investigations.

• Minimum Camera Characteristics: Dome-style, panoramic imaging, standalone (no internet connection), 4k to 1080p resolution, 15-30 frames per second, detect individuals and observe vehicles, 24-hour continuous coverage, fixed position, infrared night vision, vandal-resistant housing, minimum 2-year warranty.

• Outdoor Camera Characteristics: Environmentally protected housing, 1080p to 4k resolution for face/license detection, 180° field of view.

• Other Equipment: Suitable video export via USB, minimum 90-day retention period, UPS for 60 minutes, minimum 2-year warranty on parts and labor, compatibility with existing or new HD monitors.

• Installation Standards: Secure mounting of all equipment, proper cable installation using conduit/trunking, appropriate cable types and sizes.

• Maintenance: System must be reliable with regular preventive and corrective maintenance. A minimum 3-year warranty is required, during which the installer shall not charge for corrective maintenance.

• Handover: Demonstration of system operation, provision of documentation, training for users, and clear procedures for requesting assistance.

• Work to be performed during normal operating hours (Monday-Friday, 7:30 a.m. to 4:00 p.m.) at the GRDC on JB MDL, NJ.

• Federal holidays are excluded unless an emergency.

• Security: Compliance with all JB MDL security requirements, as GRDC is a controlled/restricted area. Contractor personnel must have legal US residency and work authorization.

• Vehicles & Passes: Compliance with local, state, and federal regulations. All personnel must have a valid DoD ID or obtain a visitor pass. Vehicles subject to inspection.

• Photography: Strictly prohibited within restricted areas except for authorized purposes.

• Personnel: Professional conduct, appropriate uniforms/badges. A Point of Contact (POC) must be provided to the Contracting Officer Representative (COR).

• Quality Control: Contractor responsible for workmanship quality.

• Government QA: Inspection by the COR.

• Location: NVR/UPS/monitors to be installed in Room 112 or Room 115.

• System Type: Standalone, not using NIPR network.
