This Request for Quotations (RFQ) seeks proposals for a comprehensive cellphone agreement to cover cellular and data requirements for the U.S. Centers for Disease Control and Prevention (CDC) South Africa office. The agreement will be for a base year with two option years for renewal. No cellular devices are included in this procurement.

• Provision of mobile telephone services, including calls within South Africa, international calls, international roaming, SMS messaging, voice mail, 24-hour customer service, detailed billing, and data services.

• Services must ensure high-quality, uninterrupted, and clear connections.

• 90% local network coverage in South Africa.

• International connectivity with the USA, European countries, and other worldwide countries.

• Specific service packages are detailed, including varying minutes, data, and SMS allowances, with soft lock features for data thresholds and roaming capabilities.

• Cybersecurity Supply Chain Risk Management (C-SCRM) requirements and a Secure Software Development Attestation Form are mandatory.

• The contract will be awarded to the responsible company submitting the lowest priced acceptable offer.

• The contract period is one base year with two one-year option periods.

• The U.S. Government reserves the right to award based on initial quotations without discussions, but may hold discussions if needed.

• Quotations are due by close of business on June 22, 2026.

• Submissions must be in English.

• Quotations must be submitted electronically to pretoria_contracting_office-dl@state.gov in MS-Word, MS-Excel, or PDF format, not exceeding 30MB per file.

• Required submission items include: SF-1449, Section I (Pricing), Section 5 (Representations and Certifications), and additional information as required in Section 3.

• Evaluation will be based on a comparative evaluation of technical, past performance, and price. This is not a low price, technically acceptable process.

• A "Go/No-Go" evaluation factor for C-SCRM and Secure Software Development Attestation Form is included.

• Offerors must be registered in the System for Award Management (SAM) prior to proposal submission.

• Specific requirements for small business concerns, HUBZone, SDVOSB, WOSB, and EDWOSB are detailed.

• Standard Form 1449 is the primary document for the solicitation.

• Value Added Tax (VAT) is not included in CLIN rates and will be priced separately.

• Offerors must provide proof of SAM registration.

• Past performance will be evaluated to assess capability and responsibility.
