Evaluation
Award will be made to the Lowest Price Technically Acceptable (LPTA) offeror. Proposals will be evaluated on two factors:
- Technical: Quotes must clearly meet all minimum technical specifications required in the RFQ to be rated "Acceptable." All elements must be acceptable for consideration.
- Price: The government will evaluate price for fairness and reasonableness. Trade-offs between cost/price and non-cost/price elements are not permitted.
Security Requirements
