Purpose & Overview

This notice aims to gather information and identify potential contractors for the replacement of existing ceiling-mounted exam lights in the Emergency Department (ED) at VAPHI. The VA seeks to understand industry capabilities for this project, which includes de-installation, structural verification, purchase, and installation of new lights.

Project Scope & Requirements

  • Objective: Replace 18 existing Chromophare D300 ceiling-mounted exam lights in the VAPHI Emergency Department.
  • Services: Includes de-installation of old lights, verification of structural support, purchase and installation of new lights, and collaboration with VAPHI Facilities for electrical requirements.
  • Technical Specifications for New Lights:
    • Ceiling-mounted, weighing no more than 9kg (including power supply).
    • Adjustable intensity with at least 5 levels.
    • Maximum of 10 LED bulbs.
    • Minimum light intensity of 80 klux at 1m.
    • Minimum 36-inch vertical adjustment.
    • Power supply: 100-240 V (AC).
    • Two arms for motion support (spring arm and horizontal arm).
    • Minimum horizontal arm length of 30 inches.
    • Compatible with existing mounting plates (schematics to be provided).
  • Installation: Contractor is responsible for construction, installation, testing, and go-live. A project manager must be provided, electrical requirements validated, and safety/health regulations (VHA Directive 7715) adhered to.
  • Warranty: Minimum one-year warranty for all parts and associated fees.
  • Delivery: To VA Philadelphia Medical Center, 3900 Woodland Ave, Philadelphia, PA 19104. Deliveries must be coordinated with the COR.

Contractor Obligations & Compliance

  • Labor: Must include all necessary labor, with availability for weekday and weekend hours to minimize patient care impact.
  • Site Verification: Basic on-site verification of current/future lighting system for structural requirements is needed.
  • Packaging Waste Management: Contractor must remove and dispose of packaging materials appropriately.
  • Personnel Requirements: Includes TB testing, Rubella immunization, Influenza and COVID-19 vaccination compliance (or face mask usage), privacy training, visible identification, and adherence to VAPHI regulations (parking, smoking, cellular phone, weapons). No access to VA network or sensitive information; contractor-owned equipment not permitted on VA network.
