  • FACTOR II - PAST PERFORMANCE: Evaluated on an Acceptable/Unacceptable basis. Recent (within 5 years) and relevant past performance (same or similar services) will be reviewed. The government may seek information from sources other than provided references. Offers with no or insufficient past performance will be rated "neutral" (considered "acceptable").
  • FACTOR III – PRICE: Price analysis will be conducted for completeness and reasonableness.
