Performance Work Statement (PWS)

To procure, install, configure, test, commission, and register a commercial in-building cellular coverage enhancement system at the Marine Corps Reserve Center (MCRC) Brooklyn, NY, to improve commercial cellular service throughout the facility.

• Provide a complete and fully operational cellular coverage enhancement system (e.g., DAS, signal booster).

• Support licensed bands for AT&T, Verizon, and T-Mobile, including Low-Band 5G frequencies (600 MHz - 1 GHz).

• Ensure a minimum of 90% coverage at an RSRP of -100 dBm or better on the 1st and 2nd floors.

• System architecture is offeror-defined but must include donor/exterior antennas, a head-end/amplification unit, distributed coverage units, and all necessary cabling and components.

• Installation to be completed within two to three weeks of Notice to Proceed (NTP).

• A three (3) year maintenance and support arrangement is required post-acceptance.

• Minimum 90% coverage at -100 dBm RSRP across designated areas.

• Successful registration with affected cellular carriers (AT&T, Verizon, T-Mobile) and FCC compliance (47 CFR Part 20.21).

• Verification via pre- and post-installation RF signal surveys and heat maps.

• Location: MCRC Brooklyn Reserve Center, 1 Aviation Road, Brooklyn, NY 11234.

• Installation: Within 2-3 weeks of NTP.

• Maintenance/Support: 3 years commencing on Government acceptance.

• Working Hours: Monday-Friday, 0700-1700, unless otherwise coordinated.

• Mandatory pre-proposal site visit required to validate scope and inform proposals.

• Contractor responsible for all management, labor, equipment, materials, and incidental services.

• Government will provide 110V power and suitable space for equipment, as well as access to roof/parapet, telecom rooms, and ceiling pathways.

• Contractor must comply with OSHA, NEC, and base-specific safety requirements.

• Deliverables include a functional system, RF surveys, as-built drawings, registration confirmations, warranty documentation, and O&M documentation.

• An optional task is included for the procurement and installation of a similar system for an additional building at the same location. This option can be exercised by the Government unilaterally.
