Opportunity Overview

The CenTAM program will establish four BPAs: Enterprise, Decennial, Geospatial, and Systems and Program Support (SPS). These BPAs are designed to support the USCB's objectives of modernizing applications, leveraging cloud computing, enhancing data analytics, and fostering a cloud-smart organization.

Eligibility & Set-Aside

All four anticipated BPAs are competed as total small business set-asides. Only Small Businesses, including eligible Joint Ventures, holding the applicable GSA MAS Information Technology Category SIN 54151S will be eligible to submit quotations. Participation is limited to one team per quoter across all BPAs, with SPS BPA participation mutually exclusive from the other three.

Scope of Work

The BPAs will acquire application development, modernization, data engineering, geospatial, and related technical services. Specific task areas across the BPAs include Order/Program Management, IT Project/Program Management, Architecture/Engineering, Application Development/Management Services, and Advanced Data Science/Data Management. Performance will primarily be at USCB facilities in Suitland, MD, with remote work provisions.

Feedback & Acquisition Process

Vendors are strongly encouraged to submit questions and comments during this pre-solicitation phase using the provided "CenTAM Industry Feedback Template" (Excel file). The Government intends to use this feedback to refine the final solicitation. The anticipated acquisition process involves a two-phase evaluation: Phase 1 for Demonstrated Prior Experience and Phase 2 for Technical & Management Oral Briefing, Key Personnel, and Price. Multiple-Award BPAs (Enterprise, SPS) will be selected based on Highest Technically Rated Vendor(s) with fair and reasonable pricing (non-price factors significantly more important). Single-Award BPAs (Decennial, Geospatial) will use a best-value tradeoff, integrating non-price factors and initial order pricing.
