• Task Area 2 – IT Project and Program Management: Focusing on planning, tracking, management, and deployment of GEO IT programs, projects, and initiatives, including program planning, governance, staff training, organizational change management, and product delivery.
• Task Area 3 – Application Development and Management Services: Offering a full spectrum of services for application design, development, architecture, testing, end-to-end IV&V, security, operations and maintenance (O&M), cloud application migration, research and development (R&D), documentation, and innovation.

The GEOTAM Order includes a one-year base performance period with seven one-year option periods, estimated to run from September 22, 2026, to September 21, 2034. Services are to be performed at the USCB facility in Suitland, MD, with potential for remote work under specific approvals.

Key requirements include adherence to USCB and Commerce Department software development lifecycle frameworks, industry best practices (Agile, DevOps, DevSecOps), modern software engineering approaches (including AI), robust security practices (Zero Trust), comprehensive program management, quality assurance, risk management, and transition planning (in and out). This Request for Quotation (RFQ) is for the CenTAM Acquisition Framework, aiming to establish four (4) Blanket Purchase Agreements (BPAs) under the GSA Multiple Award Schedule (MAS). The BPAs will acquire application development, modernization, data engineering, geospatial, and related technical services to support the USCB mission. All four BPAs are competed as total small business set-asides, and only small businesses holding the applicable GSA MAS IT Category SIN 54151S are eligible.

The RFQ outlines a two-phase process for submissions:

• Phase 1: Demonstrated Prior Experience (Written)
