Statement of Work (SOW) / Performance Work Statement (PWS)

To provide additional wargame design and development capacity to meet the growing demand for academic and analytical wargames for the Center for Strategic Leadership (CSL).

• Provide non-personal services including personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision.

• Perform services as described in the PWS and associated contract documents, excluding items specified in Part 3 (Government Property and Services).

• Deliverables include design briefs, prototypes, rulesets, analysis plans, and other documentation.

• Specific tasks include:

  • Wargame Design and Planning (Requirement Analysis, Concept Development, Research, Rules/Mechanics Design, Scenario Development, Documentation).
  • Wargame Development and Testing (Component Creation, Prototyping, Playtesting and Refinement, Quality Control, Data Collection Plan).
  • Wargame Execution and Analysis (Facilitation/Moderations, Data Collection Oversight, Observation and Feedback, Analysis and Reporting).
  • Analytical Wargame Designer/Developer Tasks, including Government/Military-Specific Coordination and Compliance.

• Performance is measured by deliverables such as design briefs, prototypes, and rulesets.

• Acceptable Quality Levels (AQLs) are defined for each performance objective, including 95% compliance for documentation and mechanics, zero deviation for research and scenario inputs, and 100% compliance for various testing and reporting tasks.

• Surveillance methods include periodic inspection, random sampling, and 100% inspection by the COR.

• Period of Performance: FY26-30.

• Place of Performance: Carlisle Barracks, Collins Hall Building 650, Carlisle, Pennsylvania.

  • Must possess a SECRET Facility Clearance at the time of offer submission and maintain it.
  • Personnel must have at least an interim personnel security clearance at Secret level.
  • Compliance with NIST SP 800-171 is required.

• Personnel:

  • Contract Manager and Alternate Contract Manager are essential.
  • Key Personnel must have a minimum of a bachelor's degree in game design, computer software design, or related field, and three years of experience in designing, developing, and facilitating strategic level wargames.

• Training:

  • Required training includes Anti-Terrorism (AT) Level I, iWATCH, OPSEC Level I, Information Assurance (IA) awareness, IA/IT certifications, TARP, PII, and potentially additional training as determined by DoD.

• Government Furnished Property: Facilities, network, wargame development materials, equipment (laptops, printers, etc.), and common access cards (CAC) will be provided.

• Contractor Furnished Items: Contractor shall furnish all other personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items not specified as Government-furnished.

Solicitation / RFP / RFQ

This document provides instructions to quoters for a Request for Quote (RFQ) concerning commercial items. The government intends to award a firm-fixed-price contract to the responsible offeror whose quote is most advantageous, considering price and other factors.

• The solicitation is for commercial items and will be evaluated using FAR Part 12 procedures.

• Offerors must possess a minimum SECRET facility clearance at the time of offer submission.

• Key personnel must possess a minimum of a bachelor's degree in a relevant field, three years of experience in designing, developing, and facilitating strategic level wargames, and a SECRET facility clearance.

• This document is an addendum to FAR clauses 52.212-1 and 52.212-2.

• Non-concurrence with any portion of the terms and conditions, PWS, or contract type must be clearly stated in the submission.

• The government intends to award without discussions, so initial offers should present the best terms.
