Central and South Asia Emerging Defense Leaders Forum Lodging Support Services

Statement of Work (SOW)

To procure lodging services for the Central and South Asia Emerging Defense Leaders Forum, hosted by the Near East South Asia Center (NESA) for Strategic Studies.

• Provide accommodations for approximately 22 individuals (22 USG-funded single rooms, 0 self-pay single rooms) in the Washington, D.C. Metropolitan area.

• Lodging dates: May 8 – 16, 2026, with check-out at noon on May 17, 2026.

• Room Type & Amenities: Comparable size and type with workspace, desk, drawers, free high-speed internet, refrigerator, microwave, and secure safe.

• Meal Arrangements: Hot breakfast buffet included. Hotel manager to be informed of dietary requirements (no pork or alcohol in foods; chicken as substitute for pork; pork products separated and labeled).

• Dining Facilities: In-hotel full-service restaurant for breakfast, lunch, and dinner. Three additional full-service restaurants within 0.5 miles walking distance.

• Location Criteria: Within 0.5 miles of the Pentagon, 0.7-mile walking distance of an in-service metro station. On-demand shuttle to metro if distance exceeds 0.7 miles.

• Accessibility: Facilities compliant with the Americans with Disabilities Act (ADA).

• Additional Facilities: Public area for group meetings (up to 10 participants), on-site laundry facilities.

• Dates: May 8 – 16, 2026 (check-out May 17, 2026).

• Location: Washington, D.C. Metropolitan area.

• Government has no financial liability for "Self-pay" rooms; hotel must confirm and hold these rooms at a group rate until one week prior to arrival.

• Restrictions: Contract does not cover local/international phone calls, pay-per-view, mini-bar, room service, or alcoholic beverages. Government requests outgoing phones and pay-per-view TV be turned off, and mini-bars emptied.

• Occupancy Terms: If a participant does not occupy a reserved room before 6:00 P.M. on the scheduled date, the Government will be charged for that day, and remaining days of the reservation may be canceled.

• Early check-in/late check-out terms to be included in the technical quote.
