Statement of Work (SOW)

To ensure efficient, timely, and compliant delivery of Hot Mix Asphalt (HMA), Class G, 3/8" PG 64-28, to support asphalt maintenance and repair operations across Fairchild AFB.

• Provide all labor, materials, equipment, and transportation for HMA delivery.

• Deliver up to 2,365 tons of HMA, Class G, 3/8" PG 64-28.

• Materials and services must comply with federal, state, and local regulations, and WSDOT standards.

• Asphalt must meet WSDOT Class G mix design standards.

• HMA must be Class G, 3/8" PG 64-28.

• Asphalt binder grade must meet all applicable specifications.

• Asphalt must arrive on site within 20 minutes of production.

• Asphalt temperature must be between 250°F and 300°F upon arrival.

• Deliveries must support continuous pour operations, avoiding cold joints or clumping.

• Period of Performance: Orders placed between date of award and November 1, 2026.

• Place of Performance: Job sites on Fairchild AFB, WA 99011, as designated by the Government.

• Contractor personnel must abide by Fairchild AFB security regulations.

• Personnel performing work require background checks and must provide personal information for installation access.

• Minimum of 48 hours' notice required for each order.

• Delivery shall occur 48 hours after receipt of order (ARO).

• Government reserves the right to refuse delivery if asphalt does not meet specifications or temperature/timing requirements.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (Request for Quotation - RFQ) for Civil Engineering Squadron (CES) Asphalt. The acquisition is a 100% set-aside for Small Business concerns. The North American Industry Classification System (NAICS) code is 324121 "Asphalt Paving Mixture and Block Manufacturing" with a size standard of 500 employees. The Product Service Code (PSC) is 5610 "Mineral Construction Materials, Bulk".

• The contractor shall provide all labor, materials, equipment, and transportation necessary to deliver individual orders estimated up to 2,365 tons of Hot Mix Asphalt (HMA), Class G, 3/8" PG 64-28.

• All transportation and delivery costs to Fairchild AFB, WA are required.

• The contract will be Firm-Fixed-Price.

• Supplies/Services will be inspected/accepted at Destination by Government.

• Ordering Period: Date of award through 1 November 2026.

• Contract Type: Firm-Fixed-Price.

• FOB: Destination.

• Estimated quantity: 2,365 tons.

• RFQ Due Date/Time: 20 April 2026 / 10:00 AM PT.

• Quotes must be submitted via email to SSgt Nicholas Guagliardo (nicholas.guagliardo@us.af.mil) and Ms. Kathleen Rauch (katheen.rauch@us.af.mil).

• Vendors must provide a unit price per actual ton, rounded to the nearest cent.

• Evaluation will be based on Price and SPRS IAW DFARS 252.204-7604.

• The government intends to award to the responsible offeror whose offer is most advantageous, considering price and SPRS, and reserves the right to award to other than the lowest priced quote.

• The government intends to evaluate offers and award a contract without discussions.

• This acquisition is a 100% set-aside for Small Business concerns.

• All prospective offerors must be registered and active in the System for Award Management (SAM) at www.sam.gov.

• Funds are not presently available for this effort; no award will be made until funds are available.

• The government reserves the right to cancel this solicitation.
