Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) details the requirements for Contractor Engineering Technical Services (CETS) to support the APY-9 RADAR for the E-2D aircraft and associated support equipment. The primary goal is to ensure the sustainment life cycle of these systems through expert technical services, including training, operation, and maintenance support.

• Provide Engineering Technical Services (ETS) to support the APY-9 RADAR in the E-2D aircraft, Avionics and Electrical systems, and associated support equipment.

• Inform, instruct, and train Navy and Marine Corps military and civilian personnel on the installation, operation, and maintenance of these systems.

• Provide technical guidance to resolve complex technical problems at Organizational, Intermediate, and Depot maintenance levels.

• Support includes training materials development, technical reports, cost reporting, and transition out strategy.

• Contractor personnel must maintain compatibility with Government IT environments (Secret classification).

• Adherence to security requirements, including handling of classified and controlled unclassified information.

• Compliance with all applicable Government regulations, instructions, and directives.

• Reporting requirements include monthly progress and financial status reports, technical reports, and eCRAFT reporting.

• The SOW specifies work locations at various Fleet shore activities, including Point Mugu, CA; Norfolk, VA; and potentially other sites as needed.

• Approximately 99% of the work will be performed at Government sites, with 1% at other than Government locations.

• Travel to various CONUS and OCONUS locations is anticipated for training and support.

• Contractor personnel must be U.S. citizens and meet specific investigative and security clearance requirements (up to Secret).

• Personnel must be Ready For Tasking (RFT) to worldwide locations, including hazardous duty and combat zones.

• Telework is generally not authorized, requiring physical presence for on-site training and assistance.

• Specific labor qualifications and technical certifications are required for Engineering Technicians.
