Statement of Work (SOW) / Performance Work Statement (PWS)

To provide a 1800 CFM Compressor and After Dryer for the CGC IDA LEWIS HULL #551.

• Contractor to provide a 3-month rental of specified equipment.

• Services to commence around February 27, 2026.

• Contractor service plan required.

• Detailed material list required.

• JCP Access Certification required.

• Past Performance will be considered.

• Post Inspection: Government will review work in its entirety prior to payment approval.

• Period: Approximately 3 months, starting around 02/27/2026.

• Location: USCG Yard, 2401 Hawkins Point Rd, Baltimore, MD 21226.

• Site Visit: For delivery and pickup.

• Controlled Unclassified Information: JCP certification is required for access to unclassified technical data.

• ORAL MODIFICATION: No oral statements modify the contract.

• Government Furnished Items/Services: Material handling for loading/unloading, compressed air source, electricity (up to 200 amps, 480 volts), water.

• Contractor Furnished Items/Services: All other equipment and services. Contractor must report to the designated work site upon written notification by the Contracting Officer.

• Site Cleaning: Contractor responsible for keeping work area clean and removing all rubbish, tools, and equipment upon completion.

• Contractor Equipment: Vehicles/tanks with hazardous materials must have 24/7 emergency contact information displayed.

• RAPID GATE SECURITY REQUIREMENTS: Mandatory for contractors requiring access to the CG Yard for 7 or more days annually. Requires company and employee enrollment and vetting. Vendor sponsors must provide a list of employee names and DOBs with quotations.

• Regulatory Compliance: Contractor must follow 29 CFR 1915 (OSHA Shipyard Industry Standard), 16 CFR 1303, 29 CFR 1910, 29 CFR 1915.1025, 29 CFR 1926.62, 15 U.S.C. 2601, and all applicable OSHA guidelines. COVID safety practices must be followed.

• Safety Equipment: Hard hats, safety harnesses, and safety glasses required at all times. Contractor provides all required personnel safety equipment meeting OSHA standards.

• ISO Qualifications: Contractor must comply with ISO 9001 and ISO 14001 standards. Periodic audits may occur.

• Environmental Protection: Adherence to federal, state, and local environmental regulations, CG Yard Environmental Management Systems (EMS), SWPPP, and SPCC plans. Contractor responsible for transport and disposal of all materials, including hazardous waste, in compliance with regulations. Spill notification procedures must be followed. Submission of disposal sites and waste manifests required.
