The Commodity Futures Trading Commission (CFTC) intends to award a sole source contract to Elsevier BV to renew its ScienceDirect subscriptions.
CFTC anticipates awarding a contract for one (1) base year and four (4) one (1) year options, for a total period of performance of five (5) years.
CFTC uses a variety of information sources to maintain surveillance of commodity market activity. There is no single source that provides all the information that CFTC needs for market oversight. Elsevier BV is one of those sources and is a unique source for its proprietary Journals. Specifically, CFTC requires subscriptions to the following journals:
Journal of Econometrics
Journal of Financial Economics
Journal of Financial Intermediation
Journal of Financial Markets
Journal of International Financial Markets, Institutions & Money
Journal of Monetary Economics
The Government intends to procure this requirement under Revolutionary FAR Overhaul 12.102(a) and 41 U.S.C. 1901.
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS nor a solicitation of offers. However, the Government will consider written responses from all responsible sources received by 2PM ET, December 19, 2025. Written responses must include sufficient information to establish capability to fulfill the requirement. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the Government. Information received will be considered solely for the purposes for future Market Research requirements. No formal solicitation package is available. The Government anticipates award on or about December 30, 2025. The Government will not be responsible for any costs of preparation in response to this announcement.
