• Clause 52.212-2 Evaluation-Commercial Products and Commercial Services (Deviation) (Tailored) Feb 2026 has been modified.

• The evaluation factors for this solicitation have been updated. The award will be made to the responsible Offeror whose offer is most advantageous to the Government, considering price and other factors. Award will be made from the Offeror determined acceptable in both technical aspects and lowest total evaluated price.

• Evaluation Approach:

  • STEP 1: Rank all quotes by price (lowest to highest).
  • STEP 2: Evaluate the lowest three priced quotes for technical acceptability, balance, and affordability.

• Award Method: A single contract will be awarded using the "Price and other factors" method. The award will go to the offeror with the lowest-priced quote that also receives an "Acceptable" rating for its technical plan. No trade-offs between price and technical merit are permitted.

• Evaluation Factors (Ranked in order of importance):

  • Price: Will be evaluated for fairness, reasonableness, and balance. Offerors are advised to submit their best price from the outset.
  • Technical Plan: Offerors must provide a detailed technical plan demonstrating how they will meet all requirements outlined in the Statement of Work. This plan must be rated "Acceptable" to be eligible for award.
  • Past Performance: If available, offerors must provide one (1) past performance experience related to equipment rental services in the Central America region.

• Offers that fail to adhere to the terms and conditions outlined in this solicitation may be excluded from consideration.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide the U.S. Government with rental of self-generated Flood Light Towers, including fuel, for the duration of the contract to support the Centam Guardian 2026 (ExCG 26) exercise in El Salvador.

• Provide fourteen (14) self-generated Flood Light Towers.

• Equipment must be industry standard, providing visibility and security from dusk till dawn or during limited visibility due to weather.

• Specific equipment requirements include: minimum 6000 Generator Rated Watts, 6000 Surge Watts, at least four (4) lights, 110,000 lumens, 230VAC generator voltage, and 1000W lamps.

• Deliver, set up, take down, and perform maintenance on the flood light towers.

• Provide fuel for refueling operations and ensure towers are delivered with a full tank of fuel.

• Provide backup flood light towers in case of primary failure.

• All equipment must be fully functional at maximum capability, 24 hours a day, 7 days a week.

• Flood light towers must be delivered according to Attachment 3.

• Inoperable towers must be replaced within four (4) hours of notification.

• A maximum of two (2) deficiencies are allowed throughout the performance period.

• A joint inspection by the Contractor and COR will be conducted upon delivery.

• A maintenance log must be retained and available for COR review.

• Contractor must be reachable 24 hours a day for repair/service notifications and respond within four (4) hours.

• Period of Performance: April 14-28, 2026.

• Place of Performance: Locations and dates specified in Attachment 3 (Ilopango, Chalatenango, La Union, Nejapa).

• Contractor must comply with all applicable security, access, and background check requirements (e.g., FPCON, OPSEC, background checks, employment eligibility verification via E-Verify).

• Contractor personnel must be escorted by host nation security or designated personnel when accessing U.S. facilities.

• Defense Base Act (DBA) Workers' Compensation Insurance is required.

• Contractor must notify the KO and COR within 24 hours of any criminal activity by contractor employees.

• Contractor must designate a Contract Manager available throughout the contract duration.
