Equipment must be industry standard, providing visibility and security from dusk till dawn or during limited visibility. Specific requirements include: minimum 6000 Generator Rated Watts, 6000 Surge Watts, at least four (4) lights, 110,000 lumens, 230VAC generator voltage, and 1000W lamps. Services include delivery, setup, take down, maintenance, fuel provision (towers delivered with full tank), and backup towers.

Evaluation & Award
Award will be made to the responsible Offeror whose offer is most advantageous to the Government, considering price and other factors. A single contract will be awarded using the "Price and other factors" method. The award will go to the offeror with the lowest-priced quote that also receives an "Acceptable" rating for its technical plan. No trade-offs between price and technical merit are permitted. Evaluation Factors (Ranked in order of importance):
- Price: Evaluated for fairness, reasonableness, and balance.
- Technical Plan: Must be detailed, demonstrate how all PWS requirements will be met, and be rated "Acceptable."

Special Requirements
Contractor personnel must comply with security, access, and background check requirements (e.g., FPCON, OPSEC, E-Verify) and be escorted when accessing U.S. facilities. Defense Base Act (DBA) Workers' Compensation Insurance is required. The contractor must designate a Contract Manager and be reachable 24/7 for repair/service notifications, responding within four (4) hours. Inoperable towers must be replaced within four (4) hours.
