Notice of Intent to Sole Source

This Notice of Intent (NOI) from the Department of Homeland Security (DHS), United States Coast Guard (USCG) Surface Forces Logistics Center (SFLC) informs industry contractors of the Government's intent to award a Sole Source Firm Fixed Price (FFP) Contract to Omnithruster Inc. The USCG SFLC requires engineering services, supply of necessary parts, and installation of six Control Stations and a Programmable Logic Control (PLC) for the Bow Thruster System.

• No award will be made based on unsolicited quotations or offers received in response to this notice.

• Any response must provide clear, compelling, and convincing evidence that competition would be advantageous to the Government.

• Information received will be considered for determining whether to conduct a competitive procurement.

• Interested parties must submit an offer or quotation by February 16, 2026, no later than 12:00 AM Eastern Time (EST).

Statement of Work (SOW) / Performance Work Statement (PWS)

This SOW aims to engage OmniThruster, Inc. to refine and finalize the design of the Bow Thruster Control HMI upgrade, supply all required components, perform the installation, and ensure compliance with MIL-STD-1472H, alignment with operator needs, and seamless integration into the USCGC HEALY operational environment.

• Provide engineering services, supply all necessary parts and components, and perform the installation of the upgraded Bow Thruster Control System.

• Address observations, findings, and recommendations from the Human Factors Review.

• Refine HMI design, including screen titles, headers, color coding, and button/indicator size/separation to meet MIL-STD-1472H requirements.

• Implement functional enhancements for alarm and maintenance screens, control panel status, and brightness adjustment.

• Install new HMIs and PLCs, removing legacy control panels and ensuring necessary wiring and system connections.

• Conduct testing and commissioning, including operation in all modes and abnormal conditions.

• Provide on-site support during system commissioning.

• Provide training to USCG personnel on operation and maintenance.

• Compliance with MIL-STD-1472H for HMI design and human engineering.

• Consistency with legacy system terminology and color conventions where applicable.

• Minimal disruption to the vessel's daily work schedule during installation.

• Deliverables to be provided no later than 120 days after award.

• Installation onboard the USCGC HEALY (WAGB-20).

• Contractor shall supply all parts, components, and materials (listed in Table 2).

• Contractor shall develop and submit a testing and commissioning plan for approval.

• Contractor shall identify and document any unforeseen issues and notify the USCG Technical Representative.

• Contractor shall provide training to USCG personnel.

• Contractor must submit to the Coast Guard controls systems' functional description and details of design changes for compliance review.

• Deliverables include updated HMI design specifications, PLC and HMI programs, technical publications, and drawings.

• Intellectual property rights for PLC and HMI code and configuration files are granted to the Coast Guard for internal use or modification.

• Acceptance Criteria: USCG will review and approve all deliverables against SOW and Human Factors Review requirements.
