CGC Isaac Mayo 100 Ton Crane Service

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for construction services, specifically for crane services to remove and install main diesel engines (MDEs) aboard the CGC ISAAC MAYO. The procurement is being conducted using simplified acquisition procedures and is a Small Business Set-Aside.

• Furnish all crane services, rigging equipment, and operators.

• Safely remove existing MDEs and install new MDEs.

• Services to be performed in accordance with applicable Coast Guard specifications, drawings, and safety requirements.

• Develop and submit a Rigging Plan detailing crane type, lifting capacities, load charts, and step-by-step evolution for engine removals.

• Identify and ensure all lifting appliances are properly rated and certified.

• Provide certification documentation for crane, rigging gear, and operators.

• Coordinate crane operations, including engine removal and installation.

• Comply with OSHA (29 CFR 1915) and Coast Guard facility safety requirements.

• Provide a spotter/signalman for all critical lifts.

• Deliverables include a Rigging Plan, Condition Found Reports (CFRs), and a Final Report documenting completion.

• Fixed price contract.

• Award will be based on Best Value, considering cost, labor, material, equipment, and past performance.

• Anticipated award date: 10 business days after solicitation close (approx. March 16, 2026).

• Performance period: Expected to commence no later than 10 days after award.

• Quotes are due no later than close of business (3 p.m.) on March 6, 2026.

• Submit quotes via email to angel.melendez@uscg.mil or via US Postal Service/hand delivery to USCG Base Miami Beach.

• Telephone requests for quotes will not be accepted.

• All questions and answers will not be accepted after February 20, 2026, at 10:00 AM EST.

• Proposal price breakdown should include cost of materials and equipment, and cost of labor.

• Cost and Past Performance factors will be considered in award selection.

• This solicitation is advertised as a Small Business Set-Aside only.

• Vendors must be registered in SAM (System for Award Management) in an "ACTIVE" status prior to award.

• Work hours are typically Monday-Friday, 6:30 am to 2:30 pm, but other hours require written request and approval.

• Various base regulations regarding safety, conduct, and access apply to contractors onboard.

• Applicable FAR clauses and HSAR are incorporated by reference.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the specifications for crane services required to remove existing main diesel engines (MDEs) and install new MDEs aboard the CGC ISAAC MAYO.

• Furnish all crane services, rigging equipment, and operators.

• Safely remove existing MDEs.

• Install new Government-furnished MTU 20V4000M93L engines, ensuring proper alignment.

• Services to be performed in accordance with applicable Coast Guard specifications, drawings, and safety requirements.

• All work must adhere to OSHA Safety and Health Standards (29 CFR Part 1926).

• A written safety plan is required.

• Immediate notification to the Contracting Officer's Representative (COR) for lost time due to accidents.

• Provide two copies of workman's compensation accident reports by noon the day following the accident.

• Crane operators must hold current OSHA/ANSI certification.

• Rigging equipment must be inspected before each lift.

• All evolutions must be witnessed and signed off by the COR/Port Engineer.

• Location: United States Coast Guard Sector Key West, 100 Trumbo Point Rd, Key West, FL 33040.

• Work schedule to minimize interference with facility operations (normal hours: 6:30 am - 2:30 pm, Monday-Friday).

• Any work outside normal hours requires written request at least 5 working days in advance and COR approval.

• Notification of start of work required one week prior.

• Engine Removal & Installation to occur during main engine renewal availability.

• Site inspection is highly encouraged.

• Contractor is responsible for protection of existing structures, utilities, work, and vegetation.

• Contractor personnel must wear company identification and carry personal identification.

• Contractor shall field verify all utility locations before commencing work.

• All piers and waterfront bulkheads are load restricted; specific requests are needed for heavy equipment near these areas.

• Deliverables include a Rigging Plan, Condition Found Reports (CFRs), and a Final Report.

• References include specific Coast Guard drawings and SFLC Standard Specifications.
