This is a combined synopsis/solicitation for construction services, specifically for 30-ton crane services aboard the CGC ISAAC MAYO at the United States Coast Guard Sector Key West. The primary objective is to safely remove and then reinstall the vessel's canopy, WERP plates, and exhaust silencers. • Furnish all necessary crane services, rigging equipment, and operators.

• Provide certification documentation for crane, rigging gear, and operators.

• Ensure all lifting appliances are properly rated and certified.

• Incorporate stability considerations and counterbalance weight requirements.

• Provide Condition Found Reports for any structural or lifting discrepancies.

• Submit a Final Report documenting successful completion.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the specifications for crane services required by the United States Coast Guard Base Miami Beach for the CGC ISAAC MAYO.

• Furnish all crane services, rigging equipment, and operators.

• Safely remove the canopy and WERP plates.

• Safely remove exhaust silencers from the main engine room.

• Reinstall exhaust silencers, WERP plates, and canopy.

• Services to be performed in accordance with applicable Coast Guard specifications, drawings, and safety requirements.

• Location: United States Coast Guard Sector Key West, 100 Trumbo Point Rd, Key West, FL 33040.

• Normal operating hours: 6:30 am to 2:30 pm, Monday through Friday, excluding federal holidays. Work outside these hours requires written request at least 5 working days in advance and approval.

• All work must be performed in accordance with applicable Coast Guard specifications, drawings, and safety requirements.

• Contractor must comply with OSHA (29 CFR 1915) and Coast Guard facility safety requirements.

• Rigging equipment must be inspected before each lift and all evolutions witnessed and signed off by the Contracting Officer's Representative (COR)/Port Engineer.

• Crane operators must hold current certification under OSHA/ANSI standards.

• Site inspection is highly encouraged at least 3 working days in advance.

• Contractor must provide a written safety plan.

• Contractor is responsible for the protection of materials, equipment, and existing structures.

• Contractor and subcontractor personnel must wear company identification and carry personal identification.

• All contractor vehicles and equipment are subject to search.

• A consolidated list of contracted personnel with ID numbers is required prior to the notice to proceed.

• Contractors must adhere to specific base regulations regarding traffic, safety, and conduct.

• A Rigging Plan detailing crane type, lifting capacities, load charts, and step-by-step evolution for each task must be developed and submitted.

• Certification documentation for crane, rigging gear, and operators must be provided prior to commencement.

• Deliverables include a Rigging Plan, Condition Found Reports (CFRs), and a Final Report documenting completion.

• Removal of canopy, WERP, and silencer is prior to engine extraction; reinstallation is immediately following successful engine placement.
