Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for a commercial entity to perform select work items from a Dockside Availability package for the United States Coast Guard (USCG) Industrial Production Facility (IPF) Portsmouth, specifically for the USCGC TAMPA (WMEC-270A).

The SOW details ten (10) base work items and two (2) option work items. Bidders are requested to provide pricing for both base and option items. Key tasks include:

• Cleaning and inspecting various tanks (Potable Water, Grey Water, Sewage).

• Cleaning and flushing the Chill Water System.

• Cleaning and inspecting Seawater Heat Exchangers.

• Cleaning and inspecting Potable Water Pneumatic Tanks.

• Cleaning and inspecting Hot Water Accumulator Tanks.

• Providing temporary services, heating, and cooling.

• Period of Performance: 11 May 2026 – 19 July 2026

• Place of Performance: Base Portsmouth, Industrial Production Facility, 400 Coast Guard Blvd, Portsmouth, VA 23703

• Contractors are encouraged to conduct a ship check on a sister ship (WMEC-270A) at Base Portsmouth.

• Notification to the COR is required 24 hours prior to any large equipment movement.

• An equipment plan must be submitted to the Government for review and acceptance after award.

• Contractors shall provide sanitary facilities for vessel personnel; contractor personnel may not use crew facilities.

• Growth work is anticipated, estimated at 800 labor hours and $8,000.00 in material costs.

• Qualified personnel and subject matter experts are required.

• Contractors must coordinate with the CG Base Portsmouth Security Office for base access.

• Employees must present a professional appearance and avoid conflicts of interest.

• Completion of all specified base and option work items within the period of performance.

• Adherence to all referenced specifications, drawings, and technical publications.

• Submission of required documentation, including CFRs and inspection reports.

This document is a Past Performance Questionnaire intended for offerors to complete regarding their past performance on contracts. It is designed to gather information that will be used by the government to evaluate the offeror's ability to successfully perform the requirements of a solicitation.

• Offeror Information: Firm name, CAGE Code, UEI Number, address, contact details.
• Work Performed As: Details on whether the offeror acted as a Prime Contractor, Subcontractor, Joint Venture, or Other, including the percentage of work performed and the prime contractor's name if applicable.
• Contract Information: Contract number, delivery/task order number, contract type, contract title, award date, contract completion date, actual completion date, original and final contract price, and explanations for any differences.
• Project Description: Complexity of work and how the project is relevant to the current solicitation's requirements.
• Client Information: Name, title, phone number, and email address of the client.
• Client's Role: Description of the client's role in the project.
• Performance Ratings: Sections for overall contractor quality, timeliness, management/staffing, and overall rating for work performed, with space for additional comments.
• Client Signature and Date: To be completed by the client.
• Ratings Definitions: A guide on the page following the questionnaire provides definitions for adjective ratings (Exceptional, Very Good, Satisfactory, Marginal, Unsatisfactory, Not Applicable).

Bidders must complete this questionnaire accurately and thoroughly. The completed questionnaire, along with the client's direct submission (as per the note), will be submitted with the quote. The government reserves the right to verify all information provided. This document directly impacts the evaluation of the offeror's past performance, a critical factor in many government contract awards.
