Evaluation
The Government intends to solicit and negotiate with only one source, Sikorsky, due to their unique position as the sole designer, developer, and manufacturer of the H-53 airframe, and the sole integrator of its avionics and weapons systems. This provides them with the requisite knowledge, experience, and technical data to meet the Government's requirements on a timely basis. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the Government's discretion.
