Rationale for Sole Source
Sikorsky Aircraft Corporation is the sole designer, developer, and manufacturer of the CH-53K weapon system. NAVAIR determined SAC to be the only responsible source possessing the requisite knowledge, technical data, capability, experience, special tooling, and test facilities to meet government requirements within the necessary timeframes. This procurement is justified under 10 U.S.C. 3204(a)(1) and FAR 6.302-1, citing SAC as the only responsible source and that no other supplies or services will satisfy agency requirements. Competing this effort would necessitate a new source redeveloping and testing approximately $5.5 billion in systems, leading to substantial cost duplication and delays. The Government also lacks a complete Technical Data Package (TDP) for competition.
Future Competition
