Quick Summary

The Naval Air Systems Command (NAVAIR) has awarded a sole source Firm-Fixed-Price Delivery Order to Sikorsky Aircraft Corporation (SAC), a Lockheed Martin company, for Tooling to support CH-53K Gearbox and MRH Maintenance, Repair, and Overhaul. This award was made under a Basic Ordering Agreement (BOA) with SAC.

Scope of Work

This delivery order specifically procures tooling essential for the maintenance, repair, and overhaul of CH-53K Gearboxes and Main Rotor Heads (MRH). The broader Class Justification and Approval (CJ&A) under which this order was issued covers a comprehensive range of supplies and services for the CH-53K Program, including program management, test, systems engineering, technical and logistical support, development and installation of Engineering Change Proposals (ECPs), obsolescence management, systems integration, procurement of kits (including spare/repair parts, tooling, and support equipment), Integrated Logistics Support (ILS), and various test efforts.

Contract & Timeline

  • Type: Sole Source Firm-Fixed-Price Delivery Order under a Basic Ordering Agreement (BOA)
  • Awarded To: Sikorsky Aircraft Corporation (SAC), a Lockheed Martin company
  • Award Date: January 29, 2026 (Published Date)
  • Set-Aside: Not Applicable (Sole Source)
  • CJ&A Validity: Until September 30, 2028, covering estimated orders from FY26-FY28.

Rationale for Sole Source

Sikorsky Aircraft Corporation is the sole designer, developer, and manufacturer of the CH-53K weapon system. NAVAIR determined SAC to be the only responsible source possessing the requisite knowledge, technical data, capability, experience, special tooling, and test facilities to meet government requirements within the necessary timeframes. This procurement is justified under 10 U.S.C. 3204(a)(1) and FAR 6.302-1, citing SAC as the only responsible source and that no other supplies or services will satisfy agency requirements. Competing this effort would necessitate a new source redeveloping and testing approximately $5.5 billion in systems, leading to substantial cost duplication and delays. The Government also lacks a complete Technical Data Package (TDP) for competition.

Future Competition

NAVAIR currently has no plans to compete future contracts for these supplies and services but will assess the feasibility for competition if other potential sources emerge. A waiver for a Request for Information/Sources Sought was approved, and no additional market research was deemed practicable.
