All end items must be manufactured in accordance with Government-furnished technical data packages (TDPs).

Key Requirements & Deliverables
Offerors must possess CMMC Level 2 (self-assessment) certification to request access to the technical data package, and this certification is a material condition for contract award. A certified DD Form 2345 is also required for TDP access, as the drawings are Export Controlled. Required data deliverables include:
- Raw Material Certifications (DFARS Compliant)
- Plating/Coating Certifications
- Dimensional Quality Checklists
- Calibration Certifications (NIST traceable)
- Proof Load Certifications (for Sling Assemblies)
- Non-Destructive Inspection (NDI) Certifications All certifications must be submitted in Adobe PDF format. Item Unique Identification (IUID) marking and registration are also required.
Evaluation
Proposals will be evaluated on a Lowest Price Technically Acceptable (LPTA) basis, considering Technical, Past Performance, and Price factors. Technical and Past Performance will be rated as Acceptable or Unacceptable. An "Unacceptable" rating in either may lead to elimination from competition.
