Scope of Work
The contract requires the production and delivery of PSE, including various slings, maintenance stands, fixtures, and carts, as detailed in Section B and the attached pricing sheets (e.g., "FY26 O-Level Bag Group E_Attachment.xlsx"). All items must be manufactured according to Government-furnished technical data packages (TDPs) and comply with DoD unique identification requirements.
Key Requirements
- CMMC Level 2 (self-assessment) certification is mandatory at the time of contract award to access Controlled Unclassified Information (CUI) drawing packages and be eligible for award.
- AS9100D Certification is required at the time of award and throughout contract performance.
- Offerors must possess a current and certified DD Form 2345 (Militarily Critical Technical Data Agreement) to access the Export Controlled TDP.
- Contract Data Requirements Lists (CDRLs) A001-A007 specify deliverables such as Material, Plating/Coating, Dimensional Quality, Calibration, Proof Load, and Non-Destructive Inspection Certifications, all required in PDF format and submitted to the CH-53K Support Equipment Engineer. Raw material certifications must be DFARS Compliant.

Submission & Evaluation
Proposals must be submitted electronically and subdivided into three volumes: Technical, Past Performance, and Price. Evaluation will be based on Technical (Acceptable/Unacceptable) and Past Performance (Acceptable/Unacceptable), with the lowest evaluated price among acceptable proposals determining the award. Past performance will be assessed using the provided L-1 Past Performance Questionnaire and L-2 Past Performance Contract Data. Offerors must complete the 'Company Information' and 'Pricing' tabs of the Attachment 2 Pricing Matrix, noting that CDRLs are Not Separately Priced (NSP).

Offerors must acknowledge all amendments. Access to solicitation documents, including the CUI drawing package, requires proof of CMMC Level 2 certification and a certified DD Form 2345.
