Quick Summary

The Naval Air Warfare Center Aircraft Division (NAWC-AD) is soliciting proposals for Peculiar Support Equipment (PSE) for the CH-53K Aircraft, specifically for FY26 O-Level maintenance operations. This Firm Fixed Price (FFP) contract supports both the NAVAIR CH-53K Program and the Foreign Military Sales (FMS) Program for Israel. This is a 100% Small Business Set-Aside.

Scope of Work

The requirement is for the production and delivery of PSE items as detailed in the solicitation and attachments, crucial for O-Level maintenance and initial squadron outfitting. This includes specific parts listed in the provided Excel documents (e.g., "PSE LIST GROUP G.xlsx").

Key Requirements & Eligibility

Offerors must possess a current and valid CMMC Level 2 (self-assessment) certification to access Controlled Unclassified Information (CUI) drawing packages and for contract award. A certified DD Form 2345 (Militarily Critical Technical Data Agreement) is also mandatory to access export-controlled technical data. The contractor must hold AS9100D Certification at the time of award. Deliverables require Item Unique Identification (IUID) marking and compliance with MIL-STD-129 packaging. Delivery is required within 200 Calendar Days from the lead time event or award. Various certifications (calibration, material, plating/coating, dimensional quality, proof load, NDI) are required in PDF format, to be submitted to the CH-53K Support Equipment Engineer, Ed Ceralde.

Submission & Evaluation

Proposals are due by 01:00 PM local time on May 20, 2026, and must be submitted electronically via email to Christopher Brake. Proposals should be fully searchable PDFs, formatted on letter-sized pages with 1-inch margins, and the Technical volume should not exceed 10 pages (excluding cover/TOC). The government will evaluate proposals based on Technical, Past Performance (Recency, Relevancy, Quality, Timeliness), and Price, with Technical and Past Performance rated Acceptable or Unacceptable.

Important Notes

Questions regarding this solicitation must be submitted via email to Christopher Brake by 1:00 PM EST, April 29, 2026. Offerors must acknowledge receipt of Amendment 0001. Failure to meet CMMC Level 2 and DD Form 2345 requirements prior to award will render an offeror ineligible.
