Quick Summary

The Naval Air Warfare Center Training Systems Division (NAWCTSD) is conducting market research for a CH-53K Training Systems Indefinite Delivery/Indefinite Quantity (IDIQ) contract. This effort seeks sources capable of designing, fabricating, procuring, delivering, installing, integrating, configuring, documenting, testing, modernizing, and ensuring concurrency of CH-53K aircrew training devices, including Containerized Flight Training Devices (CFTDs), Flight Training Devices (FTDs), and Advanced Aviation Training Devices (AATDs). The government anticipates a non-commercial, Firm-Fixed-Price (FFP) IDIQ with a 60-month ordering period, estimated to commence around April 1, 2027. Responses are due March 5, 2026, at 2:00 PM EST.

Purpose

This Sources Sought Notice (SSN) aims to identify capable sources, including Small Businesses, and gather industry feedback to refine the acquisition strategy. This includes determining the optimal contract type, scope, and the potential for a Small Business set-aside. The government may provide updated requirements, draft solicitation documents, or host an Industry Day based on responses.

Scope of Work

The requirement covers comprehensive support for CH-53K aircrew training devices used for NATOPS, emergency procedures, FLIR, and NVG training. Key capabilities include:

  • Device Types: CFTDs, FTDs, and AATDs.
  • Training Capabilities: Full tactical and familiarization training, instrument flight, shipboard operations, basic/advanced tactics, weapon delivery, and ECM operations.
  • Visual Systems: Must provide visual and sensor scenes for day, dusk, night, and all simulated weather/environmental conditions, with specific fields of regard/view and databases for various domestic and international locations.
  • Cockpit Replication: Full-scale replica of the Design Basis Aircraft (DBA) cockpit, simulating all instruments, displays, and controls, with Night Vision compatibility.
  • Integration: Experience with rotary wing aircraft simulations, flight models, desktop trainers, and integration of common USMC Aviation Training Systems products (ADVTE, CVTA, TEn).
  • Place of Performance: MCAS New River, MCAS Miramar, MCAS Yuma, MCAS Futenma, and Joint Base McGuire/Dix/Lakehurst (JBMDL).

Contract & Timeline
