Justification
The Government intends to solicit and negotiate with only one source, Sikorsky, because they are the original designer, developer, and sole producer of the CH-53K aircraft. Sikorsky is the only known contractor possessing the requisite knowledge, experience, and technical data to fulfill these requirements. The Government lacks adequate license rights to the necessary technical data package for a competitive procurement.
