This document contains Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) clauses and provisions that will be incorporated into a contract. These clauses address various requirements related to telecommunications equipment and services, supply chain security, payment instructions, and small business program representations.

• Telecommunications and Video Surveillance: Clauses 52.204-24, 52.204-25, 52.204-26, and DFARS 252.204-7016 address prohibitions and representations regarding the use or provision of certain telecommunications equipment and services, particularly those originating from specific foreign entities or countries. Offerors must represent their compliance and may need to provide detailed disclosures.

• Supply Chain Security: Clauses 52.204-29 and 52.204-30 implement the Federal Acquisition Supply Chain Security Act (FASCSA) orders, prohibiting the use of certain "covered articles" or products from prohibited "sources." Offerors must conduct a reasonable inquiry and disclose any non-compliance, potentially leading to a waiver request.

• ByteDance Covered Application: Clause 52.204-27 prohibits the use of the TikTok application or similar ByteDance-developed applications on executive agency information technology, including contractor-used IT under the contract.

• Payment Instructions: DFARS 252.232-7006 outlines the mandatory use of the Wide Area WorkFlow (WAWF) system for electronic invoicing and receiving reports for payment requests.

• Small Business Program Representations: Provision 52.219-1 requires offerors to represent their status as a small business, small disadvantaged business, women-owned small business, veteran-owned small business, or HUBZone small business, among other categories.

• The document references DLAD Procurement Notes and Local Clauses that may apply to the contract, covering areas like superseded part numbers, manufacturing phase-out, supply chain traceability, packaging, product verification testing, and origin inspection.

• The evaluation is based on Lowest Price Technically Acceptable (LPTA).

• Offerors must represent their small business status and any applicable special designations (SDB, WOSB, VOSB, HUBZone).

• Several DLAD Procurement Notes (C01, C02, C03, C14, E05, E07, G01, H01, H02, H04, H15, L04, L06, L08, L22, L31, M06) and Local Clauses (YM4 series) provide specific requirements for item sourcing, traceability, packaging, testing, and offer evaluation. Offerors should review these carefully.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, prepared in accordance with FAR Part 12 and Simplified Acquisition Procedures (FAR 13). The RFQ number is SPMYM4-26-Q-3300. DLA Weapons Support, Pearl Harbor is requesting responses from qualified sources for CLIN 0001 (specifics not detailed in the provided text). This requirement is a 100% Small Business Set Aside.

• Offerors must submit descriptive literature demonstrating how their quotation meets the required specifications. Failure to do so may result in technical unacceptability.

• Offerors must complete and include attached provisions: 52.204-24, 52.204-26, 252.204-7016, and 252.204-7019.

• Vendor shall list the country of origin for each line item.

• If not the manufacturer, provide Manufacturer’s Name, Location, and Business Size.

• Provisions and clauses are in effect through FAC 2025-06 (Oct 1, 2025) and DFARS Change Notice 20251110.

• Payment terms are Net 30 Days AFTER acceptance of material.

• Evaluation criteria: Lowest Price Technically Acceptable (LPTA).

• Vendor responsibility will be assessed using PPIRS and in accordance with FAR 9.104.

• Quotations must be submitted via email to quincey.dillenback.civ@us.navy.mil.

• Quotes must include price(s), FOB point, Cage Code, point of contact (name and phone number), GSA contract number (if applicable), business size under NAICS Code, and preferred payment method (GCPC or WAWF).

• Submission Deadline: 08 April 2026 at 12:00pm HST.

• This requirement is a 100% Small Business Set Aside.

• Offerors must be registered in the System for Award Management (SAM) database.

• The solicitation will be posted to SAM.gov. Paper copies will not be issued.

• FSC Code: 2090, NAICS Code: 336611, Small Business Standard: 1300.

• A comprehensive list of FAR, DFARS, DLAD, and Local clauses and provisions are incorporated by reference or attached.

Amendment / Modification

This document provides an addendum to the evaluation criteria for the solicitation. It clarifies the evaluation process for commercial product and commercial services.

• Factor 1 - Technical Capability: Evaluated based on Table 1 - Technical Ratings. An "Unacceptable" rating in technical capability will result in the offer being disqualified from further evaluation.
• Factor 2 - Price: Only "Acceptable" technical capability quotes will be evaluated for price reasonableness. The lowest priced technically acceptable offer will be selected.
• Factor 3 - Delivery: Quotes must meet the required Delivery Date (RDD) or propose an alternative expedited delivery date.

Offers will be evaluated by adding the total price of all options to the total price of the basic requirement. The Government may deem an offer unacceptable if option prices are significantly unbalanced.

This addendum clarifies the evaluation process but does not appear to change submission deadlines or general requirements. Vendors should ensure their technical approach clearly demonstrates adherence to specifications and that they provide all requested items.
