• Award will be made to the responsible offeror whose offer is most advantageous to the Government, price and other factors considered (Best Value). A cost realism analysis may be performed.

• This acquisition is set-aside for small businesses under NAICS code 562111.

• Vendors must complete and return the Pricing Schedule (Appendix 1).

• A detailed work plan, including staff capabilities, staffing plan, equipment, and company experience, is required.

• Offerors must submit past performance information for at least two and no more than five recent and relevant projects.

• Site visits are not being conducted by the government; vendors may visit sites at their own discretion.

• Questions are due by April 22, 2026, by 5 PM Mountain Time. An amendment will be issued with answers.

Statement of Work (SOW)

To provide vault pumping services for vault toilets and holding/septic tanks at various locations within the Challis and Mackay Areas of the Challis Field Office, Bureau of Land Management.

• Provide "as needed" vault pumping services, scheduled by the BLM Point of Contact (POC).

• Services include pumping, washing down, cleaning, disinfecting, and disposing of all waste products from vaults.

• Pumping services are to be bid per gallon pumped.

• The contract may be split by region (Challis Area: 34,000 gallons; Mackay Area: 20,000 gallons).

• Specific locations and maximum capacities for double vault sites, single vault sites, and RV dump stations are detailed for both Challis and Mackay Areas.

• Services must be completed within twenty-four (24) hours of BLM notification for vault toilet, RV Campground Host tanks, and dump station tanks.

• Emergency service response time to be mutually agreed upon.

• Deficient work must be corrected within twenty-four (24) hours of notification.

• All waste material must be removed from vaults.

• Spills must be cleaned and disinfected.

• Services are on an "as needed" basis, with no pre-determined frequency or exact dates.

• Locations are within the Challis Field Office, specifically the Challis and Mackay Areas.

• Contractor must use a septic pumper truck with a three (3) inch minimum suction hose.

• Suction hose must accommodate a maximum distance of one hundred (100) feet from road to vault cleanout.

• All equipment must conform to Federal, State, and local regulations.

• Contractor must fill vaults with sufficient water to facilitate waste removal (water not provided by government, but may be coordinated).

• Contractor must be prepared to remove debris mixed with sewage.

• Interior vault walls must be washed by hose.

• Contractor is responsible for waste material disposal and associated fees, conforming to all applicable laws and regulations.

• Waste material must be hauled in watertight containers.

• A pre-work meeting will be held prior to the start of work.

• Work will be inspected randomly by the COR.

• Payment will be based on gallons pumped, as shown in the Bid Schedule.
