The U.S. Embassy has a requirement for a firm to replace window glazing and refurbish select aluminum window frames and hardware at the U.S. Embassy chancery building in Copenhagen, Denmark. The building, completed in 1954, is inscribed on the Bureau of Overseas Building’s List of Significant Properties, as an example of postwar Modernism and the U.S. Department of State’s use of the architectural style as a symbol of American societal values of openness and democratic exchange. The glazing, over 70 years old, has reached the end of its service life and must be replaced while retaining the original frames. Due to the historic character of the building, this scope aims to take a restoration approach, and the original aluminum frames must remain in place during the glazing replacement.

If you would like to submit a proposal, follow the instructions in Section J of the solicitation, complete the required portions of the attached document, and submit it to the address shown on the Standard Form that follows this letter.

The U.S. Government intends to award an Indefinite Delivey, Indefinite Quantity (IDIQ) contract to the responsible company submitting an acceptable offer at the lowest price.  We intend to award a contract based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range.

Please pay attention to a crucial requirement outlined in the DOSAR 652.242-73. This requirement mandates that all vendors possess the necessary licenses and permits to conduct business in Denmark. It is essential to ensure compliance with all Danish regulations and legalities to operate successfully in the country. Specifically, the Danish Tax authorities expect businesses to obtain a CVR number and fulfill tax obligations.  You should review local laws before submitting a proposal.

The Embassy intends to conduct a pre-proposal conference and site visit on July 10, 2025 at 13:00 (local time) at the Embassy located at Dag Hammarskjolds Alle 24, 2100 Copenhagen O.  All prospective offerors are invited to attend.

For the pre-proposal conference and site-visit registration please provide by e-mail your company contact information and names of visitors no later than 09:00 (local time) July 8, 2025, to CopenhagenContracts@state.gov with the subject line “19DA2025R0002 Chancery Window Glazing Repair and Replacement”.

No one will be allowed to enter the premises without prior notification.  It is highly recommended to attend the conference, and to study the solicitation before the conference.

Proposals are due by August 12, 2025 at 13:00 (local time). No proposals will be accepted after this time. Proposals must be in English.  Incomplete proposals will not be accepted.

Proposals must be submitted in a sealed envelope marked “Proposal Enclosed for 19DA2025R0002, Chancery Window Glazing Repair and Replacement”.  Each proposal should consist of two (2) volumes, as noted in Section J.

Upon submittal of proposals, material samples should also be provided at no-cost for all proposed materials for use in this project.

Please also provide an electronic copy of your proposal in two (2) volumes (as noted in section J) with the subject line “19DA2025R0002 Chancery Window Glazing Repair and Replacement” to CopenhagenContracts@state.gov.

It is important to make sure the submission is made in specific size and format; in MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 30MB. If the file size should exceed the 30MB, the submission must be made in separate files and attached to separate emails with less than 30MB each.

Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.
