• Understanding and addressing these clauses is critical for preparing a compliant and competitive proposal.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products or services to provide experienced Audio/Visual (A/V) Technician services for the SLD 30 Base Chapel. The goal is to ensure a seamless worship experience for Sunday services, supporting both in-person and online congregants.

• Set up and test all A/V equipment.

• Manage live audio mixing using a DL32S Mackie Mixer.

• Operate cameras for Facebook Live stream.

• Proactively troubleshoot during services.

• Ensure proper equipment shutdown.

• The ideal candidate must have at least one year of experience in live audio mixing and video streaming.

• Contract Type: Firm Fixed Price (FFP).

• Period of Performance (PoP): Base year of 12 months from award, with three 12-month option years.

• Quotations are due via e-mail by 11 June 2026 at 1200 PM PT.

• Submit Cover Letter, Technical Approach, and Price.

• Technical Approach will be evaluated as Acceptable or Unacceptable.

• Award will be made to the responsible small business whose quote represents the best value, defined as the lowest-priced quote rated Acceptable under Factor 1 with a fair and reasonable price.

• Questions regarding the RFQ package are due by 4 June 2026 at 1300 PT.

• This requirement is solicited as a 100% Small Business Set-Aside.

• North American Industry Classification System (NAICS) code: 541519 – Other Computer Related Services.

• Small business size standard: $34 Million.

• Offerors must have a Commercial and Government Entity (CAGE) code and be registered with System for Award Management (SAM).

• A separate written solicitation will not be issued.

• Attachments include: SOW, Pricing Sheet, SCD WD 2015-5647 Rev 17 20260513, and Clauses/Provisions.

• Offerors must be registered in Wide Area Work Flow (WAWF) for electronic funds transfer.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide professional audio and visual support for Sunday services at Vandenberg Chapel, ensuring a seamless worship experience for both in-person and online attendees.

• Provide audio and visual support, including operating sound equipment, managing cameras, and ensuring the quality and stability of live streams.

• Task 1: Pre-Service Preparation: Arrive 45 minutes prior to service to set up and test all audio/video equipment, microphones, speakers, monitors, and streaming software.

• Task 2: Service Operation: Manage audio mix (DL32S Mackie Mixer), operate cameras for live stream, manage Facebook Live broadcast, and proactively troubleshoot A/V issues.

• Task 3: Post-Service Duties: Properly shut down and store A/V equipment, and report any malfunctions to chapel staff.

• Task 4: Professional Conduct and Improvement: Assimilate, assess, and improve A/V procedures, and maintain professional standards.

• Ensure a seamless worship experience for in-person and online attendees.

• Maintain quality and stability of live stream.

• Proactively troubleshoot issues.

• Maintain professional standards of conduct.

• Period: Start Date June 15, 2026, End Date June 14, 2027, with 3 additional option years.

• Services: Support for up to 52 Sunday services per year and 8 non-Sunday services.

• Work Hours: Approximately 3-4 hours per Sunday service (includes setup, support, and breakdown).

• Place: Vandenberg Chapel.

• Desired Skills/Knowledge: Minimum one year experience in live audio mixing (e.g., DL32S Mackie Mixer), live video streaming (e.g., OBS, Streamlabs, Facebook Live, YouTube), ability to work independently, interfaith environment experience, clear communication skills, at least 18 years old, high school diploma, proficient English, and ability to pass a background investigation.

• Government Furnished Items: Access to A/V equipment (DL32S Mackie Mixer, Behringer X32, microphones, speakers, monitors, cameras, computer with Proclaim software), computer and printer access.

• Access: Contractor personnel require base identification and vehicle passes. REAL ID requirements are in effect as of May 7, 2025. Failure to comply with health and safety rules may result in termination. Failure to comply with access requirements may result in withholding of final payment.

Form / Attachment / Pricing Sheet

This document is an Excel spreadsheet containing a pricing sheet for the Request for Quotation (RFQ). Bidders are instructed to input data only into the highlighted yellow cells.

• Company Information: Fields for Company Name, Type of Business, E-mail Address, CAGE Code, Tax I.D. (TIN), and DUNS #.
• Pricing Structure: Includes line items for IT Services for the base year and four option years. Bidders must provide Unit Price and Extended Price for each.
• Contract Details: Fields for Payment Terms, Estimated Period of Performance, Quote Expiration Date, and Quoted By.
• NAICS Code and Size Standard: NAICS 541519 with a Size Standard of $34 Million.
• Instructions: Contractors shall not alter the RFQ, only provide required information/pricing. Prices must be valid for at least 90 days.
• SAM Registration: Compliance with FAR 52.204-7 (System for Award Management) is mandatory for award eligibility.

This pricing sheet is critical for bidders to understand the cost structure expected for the IT Services. It requires specific data entry regarding pricing, company details, and quote validity. Bidders must ensure they are registered in SAM.gov and adhere to the instructions for completing this sheet accurately. The document also references the Statement of Work (SOW) for IT Services details and AFFARS clause 5352.242-9000 regarding contractor access to Air Force installations.

Wage Determination

This document is a Wage Determination (No. 2015-5647, Revision No. 27, dated May 13, 2026) for the area of California Counties of Santa Barbara. It outlines the minimum wage rates and fringe benefits required for various occupations under the Service Contract Act.

• Occupational Listings: The document provides a comprehensive list of occupations, each with a corresponding code, title, and required hourly wage rate. These range from administrative support and clerical occupations to technical, protective service, and miscellaneous occupations.
• Fringe Benefits: All listed occupations require specific fringe benefits, including Health & Welfare ($5.55 per hour or $222.00 per week) and Health & Welfare EO 13706 ($5.09 per hour or $203.60 per week).
• Paid Leave:
  • Vacation: 2 weeks after 1 year, 3 weeks after 5 years, and 4 weeks after 15 years of continuous service.
  • Holidays: A minimum of twelve paid holidays per year are mandated.
• Executive Order 13706 (Paid Sick Leave): Applies to contracts awarded on or after January 1, 2017. Contractors must provide 1 hour of paid sick leave for every 30 hours worked, up to 56 hours annually, for specific health-related reasons.
• Executive Order 13658 (Minimum Wage): Applies to contracts awarded between January 1, 2015, and January 29, 2022 (and not renewed after January 30, 2022). The minimum wage rate is $13.65 per hour (or the applicable wage determination rate, if higher) for the period of May 11, 2026, through December 31, 2026.
• Hazardous Pay Differential: An 8% differential applies for high-hazard work with ordnance/explosives, and a 4% differential for lower-hazard work.
• Uniform Allowance: Contractors cannot reduce an employee's hourly rate below the wage determination by charging them for uniform costs.

This wage determination is applicable to contracts subject to the Service Contract Act. Bidders should use this document to ensure their proposed labor costs comply with the mandated minimum wages and benefits for the specified geographic area.
