Statement of Work (SOW) / Performance Work Statement (PWS)

To provide a comprehensive Catholic Religious Education (RE) program at Goodfellow AFB, TX, consistent with the Second Vatican Council and subsequent statements of the American Conference of Catholic Bishops, under the guidance of the Catholic Chaplain.

• Coordinate and implement RE programs, goals, policies, and procedures for children and adults.

• Programs include: Catechist training, Sacramental programs (First Reconciliation, First Communion, Confirmation), RCIA, and Parent/Teacher training.

• Develop and manage the Catholic RE calendar and databases.

• Publicize Catholic RE events and activities.

• Develop an annual RE Chapel Tithes and Offerings Fund (CTOF) budget.

• Perform administrative tasks such as reserving facilities and recruiting catechists.

• Provide Catechist training sessions prior to the school year and quarterly.

• Initiate RE facilities and CTOF requests.

• Inventory, stock, and maintain RE Coordinator materials.

• Order curriculum and supplies.

• Track monthly attendance and provide monthly/quarterly metrics.

• Plan and coordinate volunteer dedication and recognition programs.

• Ensure RE programs and activities are monitored and behavioral problems are addressed.

• Provide monthly and quarterly metrics to the Catholic Chaplain and Catholic Parish Coordinator.

• Ensure all RE programs and activities are properly monitored.

• Address behavioral problems professionally, documenting disciplinary actions.

• The contract term is twelve (12) months.

• Sundays: Four (4) hours (10:30 a.m. - 2:30 p.m.) at the Goodfellow AFB RE building (Bldg. 136) or Taylor Chapel (Bldg. 164).

• Remainder of the work week (Monday-Friday): Four (4) hours total.

• Total work hours not to exceed those described above; typical work hours adjustable with Chaplain approval.

• Qualifications: Active, practicing Roman Catholic in good standing; exemplary moral character; minimum six (6) months experience in a Roman Catholic parish office or fifteen (15) college credit hours in religious sciences/theology from a Roman Catholic institution or a bachelor's degree in Catholic theology or equivalent; Certified Catechist by the Archdiocese of the Military Services (AMS); complete Child and Youth Protection Training within the first month; possess basic word-processing skills; provide two (2) letters of recommendation from Roman Catholic pastors/priests.

• Background Checks: Contractor will apply for background checks per DoDI 1402.05. Government will perform all required checks.

• Security: Comply with all regulations, customs, and courtesies. Safeguard Government property. Ensure keys are not vulnerable to unauthorized persons. Comply with Air Force computer and information security requirements, including OPSEC.

• Government Furnished Property: Office space, equipment, facilities, and supplies will be provided. Contractor may use Chapel audio/visual and other equipment but cannot remove it without authorization.

• Contractor Furnished Property: Contractor shall provide their own transportation.

• Safety: Be aware of local safety requirements and protect persons and Government property.

• Restrictions: Government property is for contract performance only.

• Substitution: Substitutes must be of equal or higher proficiency and approved by the Catholic Chaplain. Notification required at least 14 days in advance, except in emergencies.

To provide musical direction and accompaniment for all rehearsals, weekend worship services, Holy Day, and Vigil liturgical celebrations for the Goodfellow Air Force Base Catholic Community.

• Provide musical direction and accompaniment for liturgical celebrations.

• Consult and coordinate with the Catholic Pastoral Coordinator and implement the Catholic Chaplain's liturgical music recommendations.

• Perform music in accordance with the Catholic Church's guidelines on sacred music and liturgy.

• Function as First Cantor and Accompanist.

• Conduct, recruit, organize, and train the choir, leading a minimum of two weekly rehearsals.

• Incorporate requested songs and hymns into the music program.

• Consult with the Catholic Chaplain or Auxiliary Priest on liturgical matters.

• Comply with all applicable Federal, State, Local Laws, Air Force Instructions, and Chapel Operating Instructions.

• Coordinate all support requirements with the Contract Officer/COR.

• Develop an annual calendar of events reflecting appropriated funds, budget, and curriculum.

• Ensure all facilities and storage areas are secure and clean.

• Operate within Christian Copyright License International (CCLI) guidelines.

• Do not reproduce material in violation of copyright laws.

• Reserve chapel facilities for all rehearsals and performances.

• Contract term: Twelve (12) months.

• Work units: Not to exceed eight (8) monthly units (52 weekly worship services, 52 weekly rehearsals, and 10 Holy Days/Vigil liturgical celebrations and special services).

• Location: Goodfellow AFB Chapel or its satellite facilities.

• Qualifications: Proficient in sight-reading music, knowledge of Catholic musical traditions, ability to collaborate with other musicians, at least six months of experience as a choir director/cantor/accompanist in a Catholic parish, proficient in organ, piano, and voice, knowledgeable of the Roman Catholic Mass and liturgical seasons, and skills to synchronize music with choir/congregation.

• Provide letters of recommendation from two Roman Catholic pastors or priests.

• Must apply for and pass required background checks (Installation Records Check, State Criminal History Repository Check, and FBI).

• Comply with OSHA and AFOSH standards.

• Prohibited from bringing hazardous materials or weapons onto Goodfellow AFB.

• Contractor employees must not possess weapons, firearms, or ammunition on themselves or in their vehicles on base.

• Comply with Air Force computer and information security requirements, including OPSEC.

• Contractor is responsible for paying their own Social Security payments, Federal/Local Income Taxes, and State Unemployment Insurance premiums, as well as those for any employed or subcontracted individuals.

To provide a Protestant Worship Leader who will serve as musician and Music Team Leader for the Protestant Worship Service at Goodfellow AFB, TX.

• Lead worship services and music team rehearsals.

• Select music, coordinate song selections with the service Chaplain, and ensure CCLI compliance.

• Recruit, train, and lead the Protestant Worship Service music team.

• Manage and maintain musical instruments and audio-visual equipment.

• Coordinate worship events with the service Chaplain.

• Adherence to musical and professional standards set by the service Chaplain, head Protestant Chaplain, and 17 TRW/HC staff.

• Proper maintenance and return of music areas and equipment to an orderly condition.

• Ensure all musical and electronic equipment is turned off after use.

• The contract term is twelve (12) months.

• Total units of work not to exceed twelve (12) units, defined as one (1) month of weekly services, weekly practices, and special performances, as needed.

• Services are to be provided at Chapel facilities on Goodfellow AFB, TX.

• Qualifications: Proficiency in playing guitar, singing, leading worship; ability to sight-read music or play by ear; familiarity with various worship music styles; knowledge of audio-visual equipment; strong theological grasp of the Protestant faith; commitment to Christ-Centered Worship; at least eighteen (18) years of age; ability to communicate in English.

• Criminal History Background Checks: Required for the Contractor.

• Security: Coordinate base access annually, comply with regulations, safeguard government property, and adhere to Air Force computer and information security requirements, including OPSEC.

• Government Furnished Property: Office space, equipment, facilities, and supplies will be provided.

• Contractor Furnished Property: Contractor shall provide their own transportation.

• Substitution: Substitutes must be of equal or higher proficiency and approved by the Contracting Officer or COR. Two (2) weeks' notice is required for extended absences (more than one week), which should not interfere with special performances.
