• Availability: Minimum 15 days of operation.
• Transit/Embarkation: Ability to transit the Gulf Coast and embark at specified locations (Gulfport, MS; NAS Pensacola, FL; Panama City Beach, FL).
• Deck Space: Minimum 1,320 sq ft to accommodate specific equipment such as TRICONS, air compressors, inflatable boats, and recompression chambers.
• Personnel Capacity: Accommodate 25-30 PAX for dive operations and recompression treatments.
• Operational Capabilities: Ability to maintain a 2-point moor, support a Diver Launch and Recovery System (if DP2/3 vessel), and adhere to US Navy Diving Manual Rev 7 standards for safety and equipment.
• Crew & Facilities: Requirements for a well-trained crew, head facilities, and space for ladder attachment for diver extraction.
• Additional/Optional: Crane availability, berthing, mess support, and potential LARSS crew.
• Timeline: Operations are planned for Pensacola, FL, between November - December 2026, with a two-week execution window.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for a contractor to provide a Vessel of Opportunity (VOO) to support the US Navy, Naval Construction Group Two's diver training program. The objective is to provide a safe, capable, and fully operational vessel platform for the Government to conduct its diver training exercises.

• Provide a charter vessel meeting specific specifications (USCG Subchapter I & L, 130-140 ft length, 6-8 ft draft, 35-40 MT load capacity, 1,320 sq ft deck space, 2-point moor capability, 20-person passenger capacity, and diver extraction capability).

• Provide crew, messing, and berthing for up to twenty (20) Government personnel.

• Support in-field offshore operations.

• Mobilize and demobilize the vessel.

• Mobilization: Vessel arrives and is mission capable by the agreed-upon date (max 24-hour delay due to contractor fault).

• Berthing & Messing: Provide safe and sanitary accommodations and three meals daily for up to 20 personnel (max 2 valid complaints per week).

• Vessel Performance: Vessel available for Government tasking at least 95% of scheduled operational hours (excluding daily maintenance).

• Demobilization: Vessel departs within 48 hours of official release.

• Period of Performance (PoP): 18 operational days ("in-field"), plus mobilization, resupply, and demobilization time. Contractor ready to commence in-field operations after a minimum 14-day mobilization notice.

• Place of Performance: Primary operational port will be Gulfport, Mississippi; Pensacola, Florida; or Panama City, Florida. Offshore operations in waters 40-180 feet deep as directed.

• Government-Furnished Equipment/Services: Fuel and lubricants "in-field" (reimbursed at cost +10%), dockside services, high-speed internet (if required), surveys/monitoring, permits, and in-water operations planning/personnel/equipment.

• Contractor-Furnished Items/Services: Vessel, licensed crew, cook, food/berthing/meals for 20 personnel, fuel for mobilization/demobilization, and all vessel maintenance/operational equipment.
