This document provides responses to vendor questions regarding Solicitation RFQ N0060426Q4006, Amendment 02.

• Incumbent Contractor: There is no current incumbent contractor for this specific requirement. A previous broad, annual services contract with similar tasks existed years ago, but its scope is not relevant to this effort. Offerors should base proposals solely on the current solicitation.
• Period of Performance: The period of performance (1-6 February 2026) is a firm requirement. No flexibility or extension for vessel transit will be accommodated.
• Contractor Facility: Leased commercial pier space is acceptable, provided it meets all PWS requirements. The contractor is responsible for all necessary pier services, including crane and forklift support for government equipment.

This Q&A clarifies aspects of the solicitation, particularly regarding the period of performance and facility requirements, which bidders should consider when preparing their proposals.

Statement of Work (SOW) / Performance Work Statement (PWS)

To acquire chartered maritime vessel support services and ancillary equipment for Explosive Ordnance Disposal (EOD) training evolutions, specifically for the U.S. Navy Explosive Ordnance Disposal Training and Evaluation Unit One (EODTEU-1).

• Provide dedicated vessel services for Mine Countermeasure (MCM) operations, minefield maintenance, and non-diving training evolutions.

• Operations will occur in water depths between 40-1,000 feet.

• The vessel must accommodate personnel, small boats, ancillary equipment, and a certified hyperbaric chamber.

• Support loading, storage, and discharge of Government materials and equipment, including explosive materials.

• Vessel Support: One (1) vessel manned and operated by contractor employees.

  • Minimum 1,080 sq ft deck space.
  • Capacity for 16 passengers.
  • Capability to launch/recover two (2) small boats (e.g., CRRCs) via organic crane.
  • Onboard refueling capability for small craft.
  • Messing and berthing facilities.
  • At-sea transfer of personnel and cargo up to sea state three (3).
  • One (1) single point mooring system.
  • Ability to provide one (1) alternate vessel in case of catastrophic failure.

• Other Support:

  • USCG certified and ABS classified vessel.
  • Capable of supporting operations up to sea state five (5).
  • Jones Act-qualified and US-flagged.
  • Minimum transit speed of five (5) knots.
  • Mobilization/de-mobilization equipment located within 25 miles of San Diego, CA, including a pier and a 30-ton capacity crane.
  • Provision of Government-Furnished Equipment (GFE) for MCM operations, non-diving operations, and Unmanned Systems (UMS).
  • Contractor-Furnished Equipment (CFE) including fuel storage, AED units, rigging equipment, drying rack, deck shower, hose, bottle racks, deck lighting, and fuel storage.
  • Provision of sufficient electrical power and fresh water.
  • Dive staging area meeting U.S. Navy standards.
  • Three (3) galley-prepared meals daily for embarked personnel, adhering to the Special Operations Forces Nutrition Guide.
  • Berthing for up to 16 embarked personnel with accompanying shower facilities.
  • Port services coordination.
  • Communication equipment including VHF radio, ship cell phone, and Wi-Fi capability.
  • Climate-controlled environments for communications equipment and berthing spaces.

• February 1, 2025 – February 6, 2026.

• Vessel to be onloaded and embarked on February 1, 2025, and remain at sea until February 6, 2026.

• Contractor facility within 25 miles of San Diego, CA.

• Operations in the Southern California (SOCAL) area of operation, up to 50 nautical miles from home port.

• 24-hour, as-needed basis from 0001 Sunday to 2359 Friday.

• Foul weather conditions (without USCG advisory) do not constitute a basis for non-performance.

• Safety Stand-Downs due to USCG advisories are considered on-contract time and are billable.

• Adherence to DoD information assurance and OPSEC standards.

• Control of Government-Furnished Equipment (GFE) communications systems.

• No tampering with government explosive material, weapons, or classified equipment.

• Provide a dedicated vessel manned and operated by contractor employees to support MCM operations, minefield maintenance, and non-diving training in water depths of 40-1,000 feet.

• Vessel must accommodate personnel, small boats, ancillary equipment, and a certified hyperbaric chamber.

• Support loading, storage, and discharge of Government materials and equipment, including explosive materials, in accordance with U.S. Coast Guard regulations.

• Minimum 2,000 sq ft deck space.

• Capacity for 20 passengers.

• Ability to launch and recover two small boats (e.g., CRRCs) via organic crane.

• Refueling capability for small craft.

• Messing and berthing facilities.

• At-sea transfer of personnel and cargo up to sea state three (3).

• One single point mooring system.

• Must provide an alternate vessel with similar or greater capabilities in case of failure.

• Vessel must be USCG certified, ABS classified (or equivalent), Jones Act-qualified, and US-flagged.

• Capable of supporting operations for up to five (5) days without resupply in sea states up to five (5).

• Facilitate operations at water depths of 40 to 1,000 feet.

• Minimum transit speed of five (5) knots.

• Contractor must have mobilization/de-mobilization equipment within 25 miles of San Diego, CA, including a pier and a 30-ton crane.

Includes various shelters (ESAMS), container units (ISU 90), small boats (CRRCs), air compressors, and unmanned systems.

Includes fuel storage, AED units, rigging equipment, drying racks, deck showers, bottle racks, and deck lighting.

February 1, 2025 – February 6, 2026 (continuous at-sea operations).

24-hour, as-needed basis from Sunday 0001 hours to Friday 2359 hours. Safety Stand-Downs due to USCG advisories are considered billable time.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, prepared in accordance with FAR Subpart 12.6 and FAR Part 13. The NAVSUP Fleet Logistics Center, Pearl Harbor (FLCPH) Regional Contracting Office is seeking responses from qualified sources to provide chartered maritime vessel rental and support services.

• Provision of chartered maritime vessel rental and support services as detailed in the Performance Work Statement (PWS).

• Contractor facility must be within 25 miles of San Diego, CA, and operate in the Southern California (SOCAL) area, including Imperial Beach, Camp Pendleton, San Clemente Island, and areas up to 50 nautical miles from home port.

• Ability to provide one (1) alternate vessel in case of catastrophic failure with similar or greater support capabilities.

• Inclusion of any additional discounts available to the Government.

• Contract Type: Firm-Fixed-Price (FFP) purchase order (PO).

• Period of Performance: 01 Feb 2026 – 06 Feb 2026.

• NAICS Code: 532411 (Commercial Air, Rail, and Water Transportation Equipment Rental and Leasing).

• Small Business Standard: $45.5 million.

• Submission Requirements: Complete and submit unit price and total extended price for CLIN 0001. Submit a current, valid vendor quote demonstrating capability, with no exceptions to the PWS or solicitation terms.

• Evaluation Criteria: Quotes will be evaluated for technical acceptability and price fair and reasonableness. The Government will award to the responsible Quoter whose quote is most advantageous, considering technical acceptability, price, and past performance.

• Key Deadlines: Questions due by 1:00 PM HST on Friday, 23 January 2026.

• This requirement is unrestricted and will result in a Firm-Fixed-Price (FFP) purchase order (PO).

• Quoters must be registered in the SAM database.

• This announcement constitutes the only solicitation; a written solicitation will not be issued.

• Applicable FAR and DFARS provisions and clauses are incorporated by reference.

• Attachments include the RFQ Combined Synopsis Solicitation, Performance Work Statement (PWS), and Applicable FAR & DFARS Provisions & Clauses.
