CHARTERED MARITIME VESSEL SUPPORT SERVICES

Statement of Work (SOW) / Performance Work Statement (PWS)

To acquire chartered maritime vessel support services and ancillary equipment for U.S. Navy Explosive Ordnance Disposal Training and Evaluation Unit One (EODTEU-1) to support basic phases of training for subordinate EOD units.

• Provide dedicated vessel services for MCM operations and training evolutions in water depths between 40-1,000 feet.

• Vessel must accommodate personnel, small boats, ancillary equipment, and a certified hyperbaric chamber.

• Capable of transporting and holding explosive materials per U.S. Coast Guard regulations.

• Responsible for arranging and providing shore-side equipment for loading/unloading Government Furnished Equipment (GFE).

• Minimum 2,500 sq ft deck space.

• Accommodate 31 passengers plus crew.

• Launch and recovery of three (3) CRRCs and two (2) MK 18 Mod 2 UUVs via organic crane.

• Refueling of small craft onboard.

• At-sea transfer of personnel and cargo up to Sea State 3.

• One (1) single point mooring system.

• Ability to provide an alternate vessel in case of catastrophic failure.

• Electrical power: Four (4) 220 VAC 3-phase, 60-amp outlets and four (4) 110 VAC single-phase, 60-amp outlets.

• Berthing for minimum 31 embarked personnel with separated shower facilities.

• Climate control for communications equipment (max 78°F) and interior spaces (65-78°F).

• Communication equipment: Marine VHF radio, ship cell phone, accommodation for GFE HF, VHF, UHF, and SATCOM, and Wi-Fi.

• Navigation equipment: Gyrocompass, GPS, and radar with surface search capability to 25 NM.

• Fuel storage for gasoline and diesel.

• Minimum 500 gallons potable water production, plus 250 gallons daily.

• Three (3) daily galley-prepared cafeteria-style meals for embarked personnel (minimum two hot meals, with to-go capability).

• Port services coordination (tugs, pilots, berthing, water, power, trash removal, etc.).

• Vessel must be USCG certified and ABS classified (or equivalent).

• Endurance for up to six (6) days without resupply.

• Capable of operating up to Sea State 5, and launch/recovery up to Sea State 3.

• Jones Act-qualified and US-flagged vessel.

• Minimum transit speed of 5 knots.

• Contractor facility within 25 miles of San Diego, CA, for mobilization/de-mobilization.

• 07 June 2026 – 12 June 2026 (vessel at sea).

• 24-hour, as-needed support.

• Adherence to DoD information assurance and OPSEC standards.

• Control of GFE communications systems per Navy COMSEC procedures.

• No tampering with, relocation of, or access to government explosive material, weapons, or classified equipment.

Solicitation / RFP / RFQ

This document is a combined synopsis and solicitation (RFQ) for Chartered Maritime Vessel Support Services. It is not set-aside for small businesses and will result in a Firm-Fixed-Price (FFP) purchase order. The requirement is for the NAVSUP Fleet Logistics Center, Pearl Harbor (FLCPH) Regional Contracting Office.

• Provision of chartered maritime vessel rental and support services as detailed in the Performance Work Statement (PWS).

• The vessel must be capable of carrying a minimum of 31 personnel simultaneously and provide berthing facilities.

• The Contractor facility must be located within 25 miles of San Diego, CA, and operate in the Southern California (SOCAL) area.

• Ability to provide one alternate vessel in case of catastrophic failure with similar or greater support capabilities.

• Submission of a vessel specifications information sheet (max two pages) detailing vessel type, deck size, certified passenger capacity, berthing, and mobilization/demobilization capabilities.

• Include any applicable discounts.

• Period of Performance: 07 June 2026 – 12 June 2026.

• Contract Type: Firm-Fixed-Price (FFP) purchase order.

• NAICS Code: 532411 (Commercial Air, Rail, and Water Transportation Equipment Rental and Leasing).

• Small Business Standard: $45.5 million.

• Quoters must complete and submit unit price and total extended price for CLIN 0001.

• Submit a valid vendor quote demonstrating capability to provide and perform the services.

• Quotes must not take exceptions to the PWS or solicitation terms and must comply with all applicable laws, regulations, and maritime policies.

• Award will be made to the responsible Quoter whose quote is technically acceptable and most advantageous to the Government, considering price fair and reasonableness.

• Technical acceptability requires meeting solicitation requirements and demonstrating a good probability of success.

• Past performance will be reviewed as part of the responsibility determination.

• This acquisition is NOT set-aside for small business concerns.
