• Step 2 (Proposal) Due Date: To be provided in the Requests for Proposals (RFPs) sent to offerors whose white papers are considered to meet Air Force needs.

• White papers must provide unique approaches if multiple are submitted.

• The government intends to review white papers/proposals and award without negotiation/discussion, but reserves the right to negotiate.

• Offerors submitting a proposal without first submitting a white paper will not be eligible for an award.

• The cost of preparing white papers is not considered an allowable direct charge.

• Multiple awards subject to Fair Opportunity is noted as not applicable.

• Foreign Participation details are available in the MAA.

• All terms of the MAA and Industry Guide apply unless specifically addressed in this Call.
