Offerors whose white papers are deemed to meet Air Force needs will be invited to submit full proposals (Step 2). The government intends to review and award without negotiation but reserves the right to negotiate. Submitting a proposal without a prior white paper will result in ineligibility. The cost of preparing white papers is not an allowable direct charge.
