Submission & Evaluation
This is a Two-Step Process:
- Step 1 (White Paper): White papers are currently being solicited and will be accepted through September 30, 2028. White papers will be reviewed based on technical approach (innovative), consistency with SOOs, interest to the 711 Human Performance Wing, and affordability (proposed ROM cost estimate).
- Step 2 (Proposal): Only offerors whose white papers are selected will be invited to submit a full proposal. Proposal review criteria prioritize technical aspects (innovative solutions, understanding of scope, soundness of approach) followed by price (realism of proposed cost).

Offerors MUST refer to the related Multiple Authority Announcement (MAA) FA238424S2233 to obtain additional attachments such as the CHEERS Industry Guide, Statements of Objectives (SOO), and S&T Protection Appendices. All terms of the MAA and Industry Guide apply unless specifically addressed in this solicitation. Submitting a proposal without a prior selected white paper will render an offeror ineligible for an award.
