This document is a Request for Quotations (RFQ) in accordance with Federal Acquisition Regulation (FAR) Parts 12 and 13. The U.S. Army Corps of Engineers, New England District, is seeking laboratory services for dredged materials analysis. The intent is to establish up to three (3) Blanket Purchase Agreements (BPAs) to provide an indefinite quantity of physical and chemical analyses of soil, sediment, and water samples. These analyses will support dredge material suitability determinations and identify potential environmental impacts for navigation and planning projects.

• Physical and chemical analyses of soil, sediment, and water samples.

• Laboratory must be located within the New England District states.

• Ability to provide pre-preserved bottleware.

• Must possess an accepted Laboratory Quality Assurance Plan (LQAP) meeting specific regional and national guidance (Regional Implementation Manual for the Evaluation of Dredged Material Proposed for Disposal in New England Waters, Ocean Testing Manual, Inland Testing Manual).

• Must meet requirements for analytical reporting limits, sample handling, quality assurance/quality control, and Electronic Data Deliverables (EDDs).

• Deliverables include NAE format EDDs, electronic data tables, and full laboratory data reports.

• The BPA will have a period of performance of three (3) years from the date of award, or until the BPA master limit is reached.

• The BPA master dollar limit is $250,000.

• No single BPA call may exceed $25,000 in total cost of labor and materials.

• The contract type is a Blanket Purchase Agreement (BPA).

• Quotes must be submitted via email to the Contract Specialist no later than the closing date and time specified in the solicitation.

• Award will be made based on price alone.

• The Bid Schedule must be completed in its entirety, including all tasks and all three years. Vendors must enter $0.00 for Not Separately Priced items.

• Failure to complete the Bid Schedule or adhere to submission instructions may result in quotes being deemed non-responsive.

• The awarded BPA will be made to the Contractor demonstrating the ability to meet requirements and providing the lowest total pricing.

• This acquisition is UNRESTRICTED.

• All responsible sources may submit a quote.

• Vendors are REQUIRED to be registered in SAM (System for Award Management) and maintain active registration.

• The previous contract was awarded to Pace Analytical Services, LLC, but the scope may differ.
