Scope of Work
Contractors will provide comprehensive hazardous waste/material disposal services, including labor, supplies (containers), equipment, and materials for lab pack and bulk waste streams. Services encompass proper packaging, transportation, storage, and disposal of hazardous, non-hazardous, chemical, controlled substance contaminated, and regulated medical waste, adhering to all Federal, State, and local regulations. Excluded are municipal solid waste and recycling.
Key requirements include:
- Providing and replenishing waste accumulation/packaging containers.
- Issuing Certificates of Destruction within one year of pickup and no later than 30 days post-disposal/recycling.
- Sampling and analyzing waste for characterization and hazardous waste codes.
- Adulterating controlled substance-contaminated waste to render it non-retrievable under supervision.
- Ensuring contractor personnel are licensed, have satisfactory performance records, undergo background checks, and obtain security clearances for escorted access to DEA/FBI/State/Local facilities.
Contract Details
- Contract Type: Base Indefinite Delivery Indefinite Quantity (IDIQ)
- Period of Performance: Base period plus option periods (TBD upon award).
- Maximum Value: $40,000,000 per contract.
- Guaranteed Minimum: $10,000.00 per contract, awarded within the base year.
- Set-Aside: Unrestricted Competition.
- Regions: Seven contracts will be awarded for the Gulf Coast, Mid-Atlantic, Mid-Continental, New England, Pacific Coast, Rocky Mountain, and South Central regions.
- Ordering Agencies: DEA, FBI, and State and Local Law Enforcement via the ACS Program.
- Task Orders: Firm-fixed price, issued unilaterally by a DEA Contracting Officer.
Submission & Evaluation

- Acceptance Period: Proposals must be valid for not less than 120 calendar days.
- Evaluation: Proposals will be submitted in two volumes (Technical and Business) and evaluated based on Technical Approach, Past Performance, Contractor Information, Representations and Certifications, and Proposed Prices. Award will be made to the Offeror demonstrating the best overall value.
Additional Notes
Offerors must submit a separate Appendix A (Prices/Rates) for each area within the region they are proposing. A new wage determination is being processed and will be incorporated via amendment.
