Scope of Work

The coordinator will be responsible for:

  • Developing and coordinating training programs for Mexican government agencies to reduce synthetic drug precursor chemical diversion.
  • Managing INL-supported engagements and training activities.
  • Maintaining institutional relationships with Mexican law enforcement and justice sector officials (e.g., FGR, National Guard, Marina).
  • Coordinating with U.S. interagency partners.
  • Implementing and overseeing multi-million-dollar CDSD projects, including budget management and staff supervision.
  • Providing expert advice and technical assistance on synthetic drugs (fentanyl, methamphetamine) and clandestine laboratories.
  • Drafting reports for Congress and other U.S. federal agencies.
  • Serving as a Contracting Officer's Representative (COR) or Grants Officer's Representative (GOR) when applicable.

Requirements

Applicants must be U.S. citizens with the ability to obtain a Secret (potentially Top Secret) security clearance. Minimum qualifications include:

  • Bachelor's degree + 10 years OR Associate's degree + 15 years of experience as a criminal investigator or prosecutor with a U.S. federal/state law enforcement, justice, or regulatory agency.
  • 5 years of experience working with Latin American law enforcement on dismantling clandestine laboratory manufacturing organizations.
  • 2 years of project management experience.
  • Demonstrated experience training and developing teams.
  • Professionally proficient in Spanish.

Evaluation Factors

Offerors will be evaluated based on a 100-point system:

  • Strategic Planning and Implementation (15 points): Ability to plan and execute complex antinarcotics/criminal justice projects.
  • CDSD Supervision (20 points): Ability to train and build teams on chemical diversion/synthetic drugs, with a preference for Mexico/GOM experience.

  • Subject Matter Expertise (20 points): Expertise in chemical diversion and synthetic drug investigations, with a track record in dismantling illicit manufacturing organizations, and experience in Mexico.
  • Interview Performance (30 points).
