This solicitation is a Request for Quotations (RFQ) for chemical vegetation control services at Birch Hill Dam in Royalston, Massachusetts. The U.S. Army Corps of Engineers is seeking to procure labor, materials, equipment, and transportation for this service.

• Application of foliar chemical spray to control invasive non-native vegetation and poison ivy.

• Specific areas include the main entrance/Duck Pond Area (approx. 2.4 acres), upstream of the Dam (approx. 23 acres), dam surfaces including riprap and pavement (approx. 8 acres), and roadsides along Birch Hill Dam Road, River Road, and Swamp Road (approx. 8.7 acres).

• A 90% kill rate is required within 30 days of herbicide application. If not met, re-application is required at no additional cost.

• All work must comply with U.S. Army Corps of Engineers (USACE) Safety and Occupational Health Requirements (EM 385-1-1) and applicable OSHA, federal, state, and local safety regulations.

• A site-specific Accident Prevention Plan (APP) and Activity Hazard Analysis (AHA) are mandatory.

• Qualified and skilled personnel with appropriate licenses and certifications are required.

• Equipment must be in good operating condition and comply with safety requirements.

• Contract type: Firm Fixed Price.

• Period of Performance: From Contract Award to October 26, 2026.

• Initial treatment period: July 28, 2026, to September 5, 2026.

• Pre-Work Conference: Within 14 days of Contract Award.

• Quotes are to be submitted via email to the Contract Specialist, Alicia N. LaCrosse, by the closing date and time.

• Evaluation factors will be Technical, Price, and Past Performance.

• Quotes must be responsive to all solicitation requirements, including terms and conditions, representations, certifications, and technical requirements.

• Failure to submit signed copies of all material amendments (SF30) will result in a non-responsive quote.

• Vendors must be registered in the System for Award Management (SAM).

• This acquisition is a Small Business set-aside.

• NAICS Code: 561730 (Landscaping Services).

• Size Standard: USD 9,500,000.00.

• A site visit is highly recommended. Interested vendors should contact the Technical Point of Contact, Cole LaRose, to schedule a visit.

• All submittals must be prepared in accordance with applicable standards and submitted to the Technical Point of Contact for review and acceptance.

• Invoices must be submitted electronically via the Wide Area WorkFlow (WAWF) system.
