Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The National Institute of Environmental Health Sciences (NIEHS), on behalf of its Division of Translational Toxicology (DTT), has issued a presolicitation notice for Chemistry Support. This full and open competition seeks a contractor to provide a broad range of chemistry R&D services to support DTT and National Toxicology Program (NTP) research. The Request for Proposal (RFP) is anticipated to be released within 15 days of May 20, 2026, with proposals due on or about July 20, 2026.
Scope of Work

- Test Article Management: Procurement, handling, and comprehensive characterization of diverse test articles (single chemicals to complex mixtures).
- Formulation & Analysis: Formulation of test articles in suitable vehicles, determination of concentrations, and analysis of biological matrices for test articles and metabolites.
- Advanced Analyses: Omics analyses (exposomics, proteomics, metabolomics) of biological and environmental matrices.
- In Vitro & In Vivo Studies: In vitro assays, absorption, distribution, metabolism, and excretion/toxicokinetic (ADME/TK) studies, and medium to high-throughput chemistry support for in vitro toxicity screening.
Contract & Timeline
- Opportunity Type: Presolicitation (leading to an RFP)
- Contract Type: Anticipated single Cost Plus Fixed-Fee (CPFF) contract.
- Duration: 12-month base period with nine (9) option periods, totaling up to 10 years.

Additional Notes
This is a Research and Development contract requirement, not an NIH grant opportunity. Potential offerors are responsible for downloading the RFP from SAM.gov and routinely checking for amendments. This presolicitation follows an RFI/Sources Sought Notice (75N94026R00002) released on February 17, 2026, which gathered information on capabilities for similar chemistry support services.
