This document is a Sources Sought notice issued by the Department of the Air Force, Space Base Delta 1, for market research purposes in accordance with FAR Part 10. The Peterson Space Force Base (PSFB) 21st Contracting Squadron is seeking information from potential vendors regarding the supply and installation of Edwards EST-4 Fire Alarm Control Panels and accompanying components for Cheyenne Mountain Space Force Station, CO.

• The primary item required is the Edwards EST-4 Fire Alarm System (Part Number: 0001).

• Quantity required: 23 units.

• Installation of the system and accompanying components is also required.

• This is a Sources Sought notice, not a solicitation or request for quotes. No commitment to procure has been made.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for upgrading the existing Edwards EST-3 fire alarm system to the Edwards EST-4 system at Cheyenne Mountain Space Force Station (CMSFS). The goal is to enhance system capabilities, improve reliability, and provide a modern, feature-rich fire protection solution.

• Replace twenty-three (23) existing Edwards EST-3 fire alarm control panels (FACPs) with new Edwards EST-4 FACPs.

• Re-use existing field wiring, initiating devices, and notification devices.

• Ensure seamless integration with existing field devices and provide a redundant network for communication backup.

• The work will be performed in two sequential phases (CLIN-1 and CLIN-2).

• Includes site survey, system design and engineering, equipment procurement, installation, integration, testing, training, and project closeout.

• Ensure full functionality and compliance with current fire codes and standards (NFPA 72, local AHJ requirements).

• Minimize disruption to building occupants.

• Provide comprehensive documentation and training to CMSFS personnel.

• Adhere to cyber security requirements.

• Strict adherence to Operations Security (OPSEC) procedures if accessing sensitive information.

• The project involves work at Cheyenne Mountain Space Force Station.

• Work hours are typically 7:00 a.m. to 4:00 p.m., excluding weekends and Federal Holidays, unless otherwise coordinated.

• Contractor must have at least 5 years of experience in fire alarm and life safety systems installation.

• Minimum NICET II in Fire Alarms Systems and Edwards FireWorks System manufacturer’s Certification required.

• Contractor must be licensed in the State of Colorado.

• All work procedures and materials require approval from the 21st Civil Engineer Squadron (21 CES) Requirements and Optimization (R&O).

• Contractor must provide a one-year full and unconditional warranty for all equipment and materials.

• Access to the restricted area at CMSFS requires proper authorization and escorts. Visitor requests must be submitted 15 business days prior to work commencement.
