This solicitation is a Request for Quotes (RFQ) for the performance of miscellaneous repairs at the Chief of Mission's Residence (CMR) in Brazzaville. The U.S. Government intends to award a contract/purchase order to the responsible company submitting an acceptable offer at the lowest price.

The scope of work includes:

• Repair of a portion of the east side perimeter wall.

• Repair of a portion of the driveway.

• Installation of a skid pump house with plumbing and electrical fittings.

• Repair of a sink hole along the east side perimeter wall.

• Rebuilding the gardeners' storage house.

• Demolishing and constructing a reinforced concrete base and elevation for the skid pump.

• Installing a metal grilled double-leaf door.

• Site preparation and demolition for sinkhole repairs.

• Backfilling and compacting excavated areas.

• Constructing a reinforcement concrete slab over the repaired sinkhole area.

• Driveway platform repairs.

• Rebuilding the gardener's storage house.

• Performing east side perimeter wall repairs, including finishing work and paint.

• General clean-up of the jobsite.

• Contract Type: Firm-fixed price based on competition.

• Period of Performance: Three (3) consecutive weeks, commencing promptly after notice to proceed.

• Work hours: 7:30 AM to 5:00 PM, Monday through Saturday.

• Quotations are due by April 16, 2026.

• Quotations must be submitted electronically to brazzavilleprocurement@state.gov.

• Accepted file formats: MS-Word 2007/2010, MS-Excel 2007/2010, or Adobe Acrobat (pdf).

• File size limit: 30MB per email; multiple emails are permitted if necessary.

• Required submissions: SF-18, Section A (Pricing), Section L (Representations and Certifications), and additional information as required in Section J.

• Evaluation Criteria: Lowest Priced and Technical Acceptability. Award will be made to the lowest priced, acceptable, responsible quoter.

• Bidders must possess a minimum of five (5) years' experience.

• Bidders must provide three (3) references.

• Offerors must be technically qualified and financially responsible.

• Offerors must have an established business in the Republic of the Congo or plan to establish one within 30 days of contract award.

• Offerors must provide proof of SAM registration.

• A site visit is scheduled for April 9, 2026, at 9am at the Chief of Mission Residence (CMR).

• The solicitation includes numerous FAR and DOSAR clauses, covering areas such as accident prevention, contract administration, payment, insurance, and representations and certifications.
