This is a Sources Sought notice issued by the 42d Contracting Squadron, Maxwell Air Force Base (AFB), AL. The government is seeking information from qualified sources capable of providing a one-hour lesson for the Chief Orientation Course at the Air Force Senior Noncommissioned Officer Academy (AFSNCOA). The lesson should instill warrior ethos, mental toughness, accountability, and teamwork in 25E9 selectees.

• This is not a solicitation or an invitation for proposals. Do not submit proposals.
• The government may use feedback to determine the acquisition strategy.
• Information submitted may be incorporated into a future solicitation.
• Respondents are discouraged from submitting proprietary or competition-sensitive information.
• No costs incurred in responding will be reimbursed.
• Information submitted will not be returned.
• Oral submissions will not be considered.

General Information:

• Company name, address, POC, contact details.
• Business type (small, large, etc.) under NAICS 711510 (size standard $9.0 million), CAGE Code, and UEI.
• NAICS code typically used for these services and rationale if different from 711510.
• Customary commercial contract terms that would enhance effectiveness.

Capabilities:

• Confirmation of capability to meet the requirements outlined in the attached Statement of Requirements (SOR) Draft (paragraphs 2.0-3.0). Please respond "Yes or No."
• If "Yes," provide manufacturer specifications or product literature demonstrating capability.
• If "Yes," provide no more than two (2) recent and relevant contract references (last 3 years) with details (name, address, phone, email, work description, contract #, value, period of performance).
• If "Yes," provide proof of capability (e.g., Price Estimate, Price Schedule).

Statement of Requirements (SOR)

To procure contractor services for a one-hour leadership development briefing for the FY26 Chief Orientation Course at the Air Force Senior Noncommissioned Officer Academy (AFSNCOA) on Maxwell AFB-Gunter Annex. The briefing aims to instill warrior ethos, mental toughness, accountability, and teamwork in 740 newly selected CMSgts.

• Prepare and deliver a one-hour lesson focusing on warrior ethos, mental toughness, accountability, and teamwork.

• Connect themes to life experience, professional expertise, and call CMSgts to action.

• Develop growth-oriented leaders.

• Allocate time for questions and open discussions.

• Date: 16 April 2026

• Time: 0800 - 0900

• Location: Air Force Senior Noncommissioned Officer Academy (AFSNCOA), Maxwell AFB-Gunter Annex. Specific room to be determined by course organizers.

• Contractor shall provide all necessary materials, including presentation slides, handouts, and audiovisual aids.

• Coordinate with course staff for technical requirements.

• Submit copies of all materials two business days prior to the briefing.

• Performance will be evaluated based on the quality of the briefing, achievement of lesson objectives, and participant feedback.

• Contractor personnel require base access and must comply with installation access requirements, including identification badges and vehicle passes.

• Contractor must notify the contracting office of personnel and performance details 30 days prior to on-base performance.

• Compliance with base traffic laws, security, and prohibited items (weapons, illegal substances) is mandatory.
