Statement of Work (SOW) / Performance Work Statement (PWS)

To procure contractor services for a 4-hour briefing for the 2026 Chief Orientation Course at Maxwell AFB-Gunter Annex, attended by 740 25E9 selectees.

• Provide a four-hour curriculum focused on leadership development.

• Key competencies to be instilled include:

  • Leading effectively through organizational change and uncertainty.
  • Building personal and team resilience in high-stress environments.
  • Applying mindfulness-based techniques for focus, decision-making, and emotional regulation.
  • Strategies for optimizing human performance in an operational military context.

• The contractor must blend military experience, academic expertise, and leadership development strategies.

• Allocate time for questions and open discussions.

• Period of Performance: 15 April 2026.

• Location: Air Force Senior Noncommissioned Officer Academy (AFSNCOA) on Maxwell AFB-Gunter Annex. Specific room to be determined by course organizers.

• Materials and Resources: Contractor must provide all necessary materials, including presentation slides, handouts, and audiovisual aids. Coordination with course staff for technical requirements is necessary.

• Reporting: Submit all briefing materials to the course director two business days prior to the briefing.

• Installation Access: Contractor personnel require base access and must comply with all installation access requirements, including identification badges, vehicle passes, and potential vehicle inspections. Failure to comply may result in withholding of final payment.

• Security and Compliance: Adhere to all security and compliance requirements specified by Maxwell AFB and the U.S. Air Force. This includes policies on cellular phone operation, wireless electronic devices, firearms, ammunition, and illegal weapons. Use of cellular phones while operating a vehicle is prohibited unless hands-free.

This is a Sources Sought notice issued by the 42d Contracting Squadron, Maxwell Air Force Base (AFB), AL. The government is seeking information from qualified sources capable of providing a four-hour curriculum for the Chief Orientation Course at the Air Force Senior Noncommissioned Officer Academy (AFSNCOA). This information will help determine the acquisition strategy for a potential future requirement.

• The government does not intend to award a contract based on this notice.
• Responses may be incorporated into a future solicitation.

• Any customary commercial contract terms that would enhance contract effectiveness.

Capabilities:

• Confirm if your company is capable of meeting the requirements outlined in the attached Statement of Requirements (SOR) Draft (paragraphs 2.0-3.0). Provide manufacturer specifications or product literature demonstrating capability.
• If "Yes" to capability, provide no more than two (2) recent and relevant contract references (last 3 years) with full details (name, address, phone, email, work description, contract number, value, period of performance).
• If "Yes" to capability, provide proof of capability (e.g., Price Estimate, Price Schedule).
