It procures Child & Youth Summer Camps for the Maryland Army National Guard. The acquisition is for a firm fixed-price contract and will be awarded based on price and other factors.

• June 2026 Camp: For 34 Youth (ages 7-12) and 2 Child & Youth Staff/Volunteers. Includes team building, resiliency, leadership opportunities, lodging, and meals in an all-inclusive/wilderness setting for 4 nights.

• August 2026 Camp: For 30 Teens (ages 13-18) and 2 Child & Youth Staff/Volunteers. Includes team building, resiliency, leadership opportunities, lodging, and meals in an all-inclusive/wilderness setting for 4 nights.

• NAICS Code: 721214 (Recreational and Vacation Camps).

• Performance of Work: Services are to be provided in accordance with an attached Performance of Work document.

• Quote Validity: Must be firm-fixed-price and valid for at least 30 days.

• Set-Aside: This acquisition will be issued as full and open.

• Registration: Offerors must be registered and active in the System for Award Management (SAM.gov). UEI, Duns & Bradstreet, CAGE Code, and Federal Tax ID numbers must be submitted.

• Prices are all-inclusive.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, meals, and non-personal services for the Maryland Army National Guard's Child & Youth Program (CYP) summer camps. The goal is to facilitate youth leadership training, team building, and resiliency for military dependents, helping them cope with challenges and reduce risk-taking behaviors.

• Provide a safe, family-friendly venue for two summer camps: Youth Homefront Challenge Camp (June 22-26, 2026) for 36 participants and Teen Adventure Camp (August 3-7, 2026) for 32 participants.

• Venue must be within a 100-mile radius of Baltimore, MD, and offer a nature/wilderness setting.

• Provide lodging with beds, electricity, air conditioning, potable water, and bathroom/shower facilities, separated by gender and not shared with outside guests.

• Provide breakfast, lunch, and dinner daily, with vegan and gluten-free options available. Menus require approval.

• Offer activities focused on evidence-based leadership and resiliency training, including rock climbing, mindfulness, social-emotional learning, and relationship-building.

• Ensure at least 25% of staff are CPR certified.

• Contractor must manage a timeline for camp operations.

• Provide menus with estimated costs, considering nutrition and suitability for the age groups.

• Final participant numbers and rooming lists due 7 days prior to each event; meal counts due 14 days prior.

• Youth Camp: June 22-26, 2026 (5 days)

• Teen Camp: August 3-7, 2026 (5 days)

• Location: Within 100 miles of Baltimore, MD, in a nature/wilderness setting.

• Venue must limit entrances during events and have a dedicated prime vendor representative on-site.

• Adherence to COMSEC/IT security, PII protection, and Combating Trafficking in Persons policies is mandatory.

• COVID-19 preparedness and response plan elements are referenced, including health screenings, NPIs, and cleaning protocols, based on Model State Guidance for Overnight Camps.
