This amendment to solicitation 36C25626Q0473 makes the following changes:

• Establishes an onsite visit for the compressor location.

• Provides a photo of the equipment data label.

• Answers vendor questions.

• Extends the closing date for the solicitation.

• The closing date for the RFQ is extended to March 18, 2026, at 12:00 PM Central Time.

• The proposal submission deadline has been extended.

• Questions & Answers:

  • Overhead Obstacles: The chiller plant has a gantry but no chain hoist. The contractor/vendor must provide a chain hoist for compressor removal and installation.
  • Crane Operation/Parking: Contractors/vendors can use a forklift or boom lift to unload compressors.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, issued as a Request for Quotation (RFQ). The Department of Veterans Affairs (VA) Network Contracting Office 16 (NCO-16) is seeking a contractor to replace two compressors on Chiller #2 at the Alexandria VA Health Care System in Pineville, LA. The existing compressors are 500 series and are not operational, impacting system efficiency and redundancy. The current chiller plant capacity is at 60%, and chilled water temperatures are running above normal.

• Furnish all labor, tools, materials, equipment, and supervision necessary to replace the two existing 500 series compressors with two new 700 series (model TTS700HGS2S010X0XXS415) compressors.

• Safely shut down the chiller system, isolate compressors, drain refrigerant, and remove existing compressors.

• Install new compressors, ensuring proper alignment, secure fastening, and correct electrical/control wiring connections.

• Reconnect refrigerant lines, ensuring leak-free joints and proper insulation.

• Install additional components like vibration isolators or dampers.

• Conduct initial inspection, testing, and commissioning to verify installation completeness and adherence to specifications.

• Provide comprehensive removal and installation documentation, test reports, user manuals, training materials, and a final project report.

• Contractor must be a licensed HVAC contractor with at least 3 years of experience servicing Smardt Chillers, EPA 608 certified, and knowledgeable in oil-free centrifugal compressor systems.

• Contract Type: Firm-Fixed-Price.

• Period of Performance: All contractually required work and tests must be successfully completed within 30 calendar days of issuance of Notice to Proceed.

• Quotations are requested and will be considered the only solicitation.
