Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items for Chiller Repair Services. The acquisition is a Total Small Business Set-Aside.

• The requirement is for Chiller Repair Services in accordance with the attached Statement of Work (Attachment 2).

• Responses must include a detailed description of the capability to perform the required chiller repair services. Quotes that merely offer to provide the services as described in the SOW will not receive further consideration.

• Anticipated award type: Firm-fixed price contract.

• Period of performance: 10 days after receipt of required parts.

• Questions Due: Wednesday, March 11, 2026, by 11:00 am Central Time.

• Site Visit: Tuesday, March 10, 2026, at 10:00 am Central Time. Vendors must notify Frank Palmer by 2:00 pm Central Time on Monday, March 9, 2026, to attend.

• Quotes Due: Thursday, March 12, 2026, by 11:00 am Central Time.

• Submission Method: Electronic email to frank.palmer@usda.gov. Faxed or hard copy quotes are not allowed.

• Evaluation: Award will be made to the responsible offeror whose quote is most advantageous to the Government, considering price and other factors (Best Value). Evaluation factors include Technical Capabilities, Relevant Experience, Past Performance, and Price.

• This acquisition is set-aside for small business concerns.

• Vendors must be active and registered in the System for Award Management (SAM.gov) at the time of quote submission and award.

• The solicitation incorporates provisions and clauses by reference. Full text may be accessed at www.acquisition.gov.

• Payment will be made via the Department of the Treasury Invoice Processing Platform (IPP.gov).

Statement of Work (SOW) / Performance Work Statement (PWS)

To perform repairs on a chiller unit located at the USDA-ARS Grazinglands Research Lab.

• Circuit 1: Replace a failed compressor, including refrigerant recovery, disposal, installation of a new OEM compressor, leak check, evacuation, charging with 410A refrigerant, and verification of operation.

• Circuit 2: Replace a leaking inside condenser coil, including refrigerant recovery, disposal, installation of a new OEM coil, leak check, evacuation, charging with 410A refrigerant, and verification of operation.

• Onboard Chilled Water Pump: Replace a seized pump motor, including disconnection, installation of a new OEM motor, installation of new seals/gaskets, and verification of pump operation and leak-free status.

• All work includes site cleanup, with off-site disposal being the contractor's responsibility. Maintenance staff may keep replaced equipment/parts.

• Workmanship warranty for one (1) year from the date of government acceptance.

• Compliance with manufacturer's recommendations and industry standards.

• Final acceptance based on conformance to the contract.

• The work is to be completed no later than 45 days after notice of award.

• The chiller is located South of Building 1 at ground level.

• Contractor to furnish all labor, tools, equipment, transportation, and supervision.

• Government will furnish new 410A Refrigerant.

• Compliance with ARS Facilities Design Standards Manual 242.1, ARS Energy Management Plan 134.2, and other applicable federal, state, local, and industry codes (e.g., UBC, UPC, NFPA, UL, ASTM, ACI, NEC, NEMA).

• Contractor is responsible for obtaining all necessary permits and licenses.

• Contractor is responsible for site protection, safety, and health matters.

• Temporary utilities (water and electricity) will be furnished by the Government if requested, and the contractor shall maintain them.

• Contractor must submit manufacturer's descriptive literature for proposed products and installation procedures for review and approval.

• Quality control is the contractor's responsibility, subject to continuous audit by the Location Site Monitor (LSM).
