Contract Details

This is a Lowest Price award. The contract completion period is 540 days after award, with liquidated damages set at $880 per calendar day. Bond requirements vary based on proposal value: payment bond for $35K+, and bid, payment, and performance bonds for $150K+. Executive Orders 13706 (Paid Sick Leave) and 13658 (Minimum Wage) apply, along with the Buy American statute and Buy American Requirement-Construction Materials.

Submission & Evaluation

Proposals are due by January 15, 2026, at 2:00 PM EST. Requests for Information (RFIs) had a cut-off of January 5, 2026, 2:00 PM EST. Eligibility

As stated in the RFP, only Mechworks Mechanical Contractors, Inc., North State Mechanical, Inc., and R&W Construction Company, Inc. are eligible to submit proposals for this opportunity.

Amendments & Clarifications

Three amendments have been issued. Amendment 0003 provided the Site Visit Sign-In Roster. Amendment 0002 answered vendor RFIs regarding pump schedules and electrical circuits. Amendment 0001 addressed RFIs concerning housekeeping pads, base-mounted pumps, and associated valves/fittings. Chillers must include a 10-year parts, labor, and refrigerant warranty, corrosion-resistant condenser coils, galvanized steel panels, louvered coil guards, thermal dispersion flow switches, and BACnet/MSTP controls. The chiller manufacturer must have a service organization within 35 miles of Camp Lejeune. Contractors must comply with the Marine Corps Base Camp Lejeune Environmental Guide, coordinate site visits with PWD, and ensure all personnel are vetted. Training on new equipment and utility cutovers require 14 days' advance notice. Personnel performing ground-disturbing activities must complete Unexploded Ordnance (UXO) awareness training.
